Magic is a result of saecelium corruption due to time travel
Only Lydians, and then only the ones of the present day, seem to be capable of magic. (The fact that Ivy and Mint are can be justified by them being half-Lydian, despite not having wings.) This has to do with the fact that their civilization was brought forward in time by Solomon, through means involving tremendously power-intensive saecelium technology. The ability to do magic is a side effect of the saecelium-based temporal manipulation.
  • How does Phobos fit into this, though?

The Rutger in the expert arena is from a timeline where one of the God's Eye crystals didn't vanish from existence.
This allowed him to power himself with a stable four configuration rather than an unstable three. He could therefore control the energy better, allowing him to defeat Ivy and company without transforming into a monster.
