Philip finally comes clean to Elizabeth about his meeting with Oleg, and the fact he's working to stop those trying to unseat Mikhail Gorbachev. Elizabeth gets angry about the fact he never told her, as well as the fact she thinks he's working against her. Elizabeth goes to visit Glenn and Erica, and discovers Glenn has given her morphine to end her suffering, but she isn't dead. Elizabeth assures Glenn she'll take care of it, and ends up making her choke on a paint brush. Since Glenn, for understandable reasons, isn't going to be meeting Nesterenko, Elizabeth seduces Jackson, and tricks him into carrying a bug into their meeting. However, when Jackson meets up with Elizabeth afterwards, he says he's figured out she was using him to bug the meeting. Elizabeth intimidates him, but ends up not killing him. However, when she listens to the tape, Elizabeth realizes Gorbachev is sincere about about wanting peace, and isn't giving away the store to get it. She confronts Claudia about this, but Claudia warns her to keep quiet. Instead, Elizabeth asks Philip to get a message to Oleg to tell him what's going on.

Elsewhere, Stan continues to investigate his suspicions about Elizabeth and Philip.

This episode contains examples of:

  • Call-Back: Stan goes to interview Curtis to see if he remembers the people Gregory met with, and Curtis says he remembers she smoked a lot.
    • The picture Elizabeth ends up taking of Erica's (before changing her mind and burning it) is the one she had been staring at in previous episodes.
  • Choke Holds: Elizabeth ends up killing Erica by forcing a broken paint brush down her throat.
  • Foreshadowing: Elizabeth asks Philip to take a meeting she's set up with Father Andrei, which becomes very important in the following episode.
  • My Country, Right or Wrong: Oddly enough, Elizabeth and Philip switch sides when it comes to this. When Philip defends to Elizabeth his meetings with Oleg, he tells her he's putting his country first, whereas by the end of the episode, when Elizabeth realizes the people whom she thinks are working on behalf of her country are actually working against it.
  • Pet the Dog: Elizabeth telling Glenn to say goodbye to Erica, and ending Erica's suffering, even though doing so means Glenn will no longer be going to the Summit meeting and she won't be able to listen in on the meeting through him.
  • Shout-Out: Philip goes to a video store to rent The Garage, a 1980 film about contemporary Russia. While he's in the store, I Was a Male War Bride is playing in the background.
  • Terminology Title: The title, of course, refers to the Washington Summit that's been discussed all season long.
  • Wham Line: Stavos reveals he knew all along that Phillip and Elizabeth are doing something illegal behind close doors at their office in the travel agency, but he will keep the secret because he was raised to be loyal.
