In subtle cases, this can actually be (sorta) TruthInTelevision. Some eyes might be predominantly one color, but have flecks or even a whole ring of another. Irises constrict and dilate under certain conditions such as lighting or, yes, mood. This can cause some eyes to appear to change color, even though they don't actually change. For instance, blue eyes with flecks of green may appear to turn green when the eyes dilate.

When his eyes turn blue, he sneezes a lot in a goofy way. With yellow eyes, he seems overly cheerful and when he has red eyes, his behaviour is grumpy.
