I don't consider this a "jerkass has a point" moment at all. Imo bender looks stricken in the scene because vernon is an adult authority figure who's threatening to beat him, and bender comes from an abusive home. Maybe he also believes that vernon really could lie and get away with it, but it's framed more as a moment of vernon being a shithead by actually threatening to become violent with a kid who's basically never been more than a loudmouth and is clearly not a threat to him.

It's plain that Vernon has really driven home the fact that Bender ultimately has no one to blame but himself for being a person that everyone is willing to believe the worst of.
