During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Turnatt sounds like a pretty vile villain for a work written by a 12 year old.
I found this on the Anaksha Female Assassin YMMV page:
Complete Monster: Anaksha has taken out some horrific and despicable targets during the course of the series, but the one that stands out the most is Vincent St. Claire, the Big Bad of the first game. Years ago, he was responsible for the rape and murder of Zara, his pregnant wife and Anaksha's best friend, despie Anaksha's best efforts to save her. In the present day, he conceals his job as a crime lord by pretending to be a school principal, a job he uses to sell drugs to children. He's also the mastermind of a human trafficking ring that sells Russian and Filipina girls into sexual slavery. He also tries to frame Anaksha when she disrupts his operations by attempting to blow up his own school. It's pretty satisfying to take him down.
What do you all think? We see him killing his wife in a flashback, we see him on the news being announced as a school principal with Anaksha speculating that he is selling drugs to kids, one of the missions involves killing a man who helps him run his sex ring, and the final mission is to kill him before he can get to the school to blow it up.

Neither Frank Breitkopf nor Billy Flynn (the Prince of Darkness) qualifies. They were both cut a long time ago due to their Freudian Excuses and actual concern for other people (Frank wants to care about Crazy Jane even though he's psychologically all but incapable of it, and Billy lets the girl he kidnapped go after JJ gets him to empathise with her).
Anyone mind if I bring up an example from Katekyō Hitman Reborn!? The manga's been over for a year now.

Who is he?
Byakuran is the former Boss of the Gesso Famiglia and the Big Bad of the Future Arc. He has the ability to communicate with every other Byakuran that is in a different parallel universe, giving him the knowledge and experience he gained from countless worlds. With this ability, Byakuran was able to use knowledge from different parallel worlds to become ruler of each of them. E was the absolute ruler of the future world he inhabited.
What does he do?
Initially, his aim was to obtain the "Ultimate Power" (Tri-ni-set) by gathering the Vongola Rings, Mare Rings, and Arcobaleno Pacifiers together in one place; he has a portrait with a slot for each item. To achieve his goals, Byakuran has ordered the complete extermination of the Vongola Famiglia, even targeting their friends and allies. He had a special radiation released into the atmosphere in order to kill all Arcobaleno members which was called Non Tri-ni-Set. Before the appearances of young Tsuna and his friends in the future, Byakuran had been researching them, as well as time travel, in order to get ahold of the Vongola Rings, which had been destroyed in his time.
Personality? During his first appearance in the Future Arc, he is shown to have a cheerful disposition around his subordinates, especially toward Shoichi Irie, even though he knew of the latter's betrayal. However, this is only if they hold his interest, hiding his ruthlessness and cruelty behind. Once he "gets bored" of someone, he won't hesitate to have them killed. He will do anything to achieve his goal, not caring if it would mean sacrificing innocent people or destroying the world and even referring to them as his toys.
Reedeeming qualities?
None.

- Swordbird: Lord Turnatt the Tyrant is a ruthless hawk warlord who sets his sights on the Stonerun Forest and the denizens within. After acquiring a dark tome entitled the Book of Heresy, Turnatt follows its teachings to build Fortress Glooming, enslaving a good score of innocent woodbirds and forcing them to build his fortress. He comes into conflict with the Big Good Swordbird, who burns off his eye as punishment for his actions. Refusing to give up, Turnatt gives up all but one slave and goes into hiding. After some time, Turnatt reemerges and resumes his work on Fortress Glooming, manipulating two tribes into war to steal their eggs. After he's revealed as the egg thief, Turnatt has his soldiers attack a live theater performance and fire upon it with burning arrows. In the final battle, Turnatt happily flies into the fray of battle himself to kill his enemies and upon being confronted by Swordbird once more, feigns mercy to ambush his summoner Aska, with the intent to kill. Turnatt also abuses his soldiers, threatening to turn his general into a scapegoat for a minor reason and brutally murdering his one of his own soldiers for sneezing. Possibly his vilest trait is his reason behind stealing the tribe's eggs; he's been eating them daily for what's implied to be years as to prolong his own life. Turnatt acted as a perfect contrast to Nancy Yi Fan's themes about peace and freedom.

To my knowledge, the original anime and manga never presented Jagi in anything resembling a sympathetic light. Even the flashbacks showed him as a horrible gang leader.
