Omar is a character from The Wire who robs drug dealers and other criminals, but never anyone who's a "civilian" or otherwise not in The Game, as members of the underworld refer to it. Notable for 1) being a completely badass Gayngster (we're talking about Memetic Badass levels in a show which is almost painfully realistic) 2) general awesomeness in doing his robberies
and 3) being amazingly charismatic and quoteable.
Oh, and that he's based on a real person. With at least some of his stunts actually being downplayed from his real life counterpart.
