The one thing I do think we need is a Pushup Cleavage trope or something to where they are like in your face thing and they are clearly showing off, that seems to be where the misuse is coming from

I was originally going to say right at the mid curve, but if it's an existing term for a specific cut, I'll bow to that. Because it makes me think of the y incision cut in a autopsy as that's the first cut I think of that does cleavage and down to the navel. Cut in my mind jumps right to cutting things rather than fashion especially as most of our tropes with the word cut in them are about cutting and it has no other fashion related words in the title.

This trope has a very specific definition: "a dress or top is specifically cut to show the entirety of the wearer's cleavage and the top bit of her stomach"
That means that just showing a lot of the breast doesn't count. The cleavage also has to be low.
Now there are a lot of solutions for this, but it's late, so I'll just post the wick check I did so far (30 of them):
- Characters.Ace Attorney Defense Attorneys And Assistants - Misuse. Mia's outfit is not this.
- Ace Attorney Investigations: Miles Edgeworth - Hard to tell. Cammy's outfit has cleavage below the breast line, but doesn't really show the top of the stomach.
- Characters.Ace Attorney Witnesses And Other Characters - Should opening part of one's top count?
- All Hallows Eve - Hard to tell, but "plenty of cleavage" does make this trope seem broader than it actually is.
- An Ice Suit - Correct. Looked up some of her outfits, and at least one fits this trope.
- Characters.Arc Rise Fantasia - Correct. Looked up some of her outfits, and at least one fits this trope.
- Azumanga Daioh - Misuse. The bikini just has normal cleavage.
- Bonkers - Misuse. Her dress isn't even cleavage at all.
- Captain Planet and the Planeteers - The swimsuits are Bare Your Midriff, not this trope.
- Characters.Castlevania - Misuse. Her outfits show a lot of boob, but are not this trope.
- CĂ©line Dion - Correct
- Characters.Chrono Cross - Janice's outfit just makes it. Miki is just Bare Your Midriff and normal cleavage. Orlha's outfit is up in the air, but I don't think it's low enough.
- Clark Kenting - I think it's just low enough to count.
- Clue - Misuse. It's just normal cleavage.
- Cowboy Bebop - Does just having a shirt outright open even count as cleavage?
- Dancing On Ice - The pictures of Holly I see just show normal cleavage. But I don't think I have enough context to call it misuse or not.
- Characters.Darkstalkers - I think it's just low enough to count.
- Characters.Dead Or Alive - Misuse. Both characters' outfits have normal cleavage.
- Dragonforce - I don't think that outfit on that album cover would qualify, as the top isn't even low enough to have cleavage that low.
- Characters.Dragon Quest IX - It's in the form of a window, cutting it off from the rest of the cleavage. Would that count more as Bare Your Midriff than this?
- Elvira Mistress Of The Dark - That one looks like a judgement call.
- Escape From New York - Misuse. It's just normal cleavage.
- Characters.Eternal Sonata - That's Cleavage Window.
- Fan Service With A Smile - The context implies any kind of cleavage.
- Characters.Final Fantasy IV - Misuse. It's just normal cleavage.
- Final Fantasy VIII - Correct
- Characters.Final Fantasy X - Would a bustier not completely closed count as cleavage.
- Characters.Gaia Online - Correct. One of her outfits is this.
- Characters.Gargoyles - That's barely cleavage at all.
- Gia - Misuse. It's just normal cleavage.
