  • London mission packs: Hans Nemesis is a terrorist specializing in bombs intending to kill countless civilians. During his first mission, Hans has potatoes replaced with bombs so civilians can be tricked into purchasing them, with an old man being killed by one of them. Fleeing the country shortly after said plan fails, Hans returns years later with multiple nukes armed to explode, aiming to kill as many people as possible, while taunting the protagonist at every possible moment during said mission. After his plans fail once again, Hans plans another massacre by lacing tea bags to poison thousands of civilians, only to be stopped once again. When finally confronted, Hans spitefully mocks the protagonist by blowing himself up.
  • Liberty City Stories: Donald Love, a recurring character in the 3D Universe, is among its most depraved. Love presents himself as a charismatic, if eccentric, powerful businessman, arranging a gang war between the Yakuza and the Cartel just to lower property values. In this game it's revealed he is a self-indulgent cannibal, and implied sexual deviant. Aligning himself with the Leone Crime Family, Love runs in the race for mayor, sends protagonist Toni Cipriani out to murder his rival's campaigners and collect more bodies to feed on. Losing his fortune and campaign, Love makes plans to regain his fortune, starting by murdering his mentor, real-estate tycoon Avery Carrington, in order to steal his city development plans, later cannibalizing the body; and killing many people through the bombing of the heavily-populated Fort Staunton city district, just so he can make money off of redeveloping the district.
  • Grand Theft Auto III: Catalina is a sadistic, ambitious, hateful thief and Spree Killer turned crime boss, who started her career in San Andreas, purposefully escalating the violence in her robberies, killing numerous bystanders and cops with glee. Having a history of using and discarding her boyfriends and partners, Catalina shoots protagonist Claude, leaving him to die during a robbery, before rising through the ranks of the Colombian Cartel and abandoning her next partner, Miguel, later killing him. Catalina starts an empire, flooding Liberty City with the especially potent and mentally deteriorating drug, SPANK, turning even the Leone Crime Family and Yakuza against her. Among her distribution methods, Catalina spikes SPANK through coffee shops and street vendors across the city. Encountering a vengeful Claude, Catalina drugs multiple addicts into crazed suicide bombers to try to kill him. Out of spite, Catalina then abducts Claude's alleged girlfriend Maria, attempting to lure him into getting executed.
  • San Andreas: Officer Frank Tenpenny is the crooked, self-righteous head of C.R.A.S.H., using the unit as his own personal gang in a quest to control all of San Andreas. For years, Tenpenny has abused his authority to exploit the gangs of Los Santos for his own profit while turning them against each other and orchestrating bloody gang wars. Tenpenny eventually throws in exclusively with the ruthless Ballas, supplying them with dangerous crack cocaine with which to flood the streets and turn countless civilians and crooks alike into suffering addicts. To secure Balla rule, Tenpenny ensures the systematic slaughter of smaller gangs, such as Grove Street, and in a haphazard attempt on the life of Grove Street's leader Sweet, Tenpenny has a drive-by carried out that kills Sweet's elderly mother. To keep his crimes hidden, Tenpenny regularly murders fellow officers of the law as well as other whistleblowers, either with his own hands or by forcing those like Carl "CJ" Johnson to do his dirty work, threatening the latter with having his brother raped and killed if he refuses. Tenpenny is also responsible for the corruption of Big Smoke, making him become the face of the drug empire Tenpenny has constructed, planning all the while to eliminate him. Tenpenny's villainy is so rampant that Los Santos begins tearing itself apart in an outraged riot over his unchecked evil, at which point Tenpenny tries to eliminate loose ends, leave his allies to die in a fire, and flee the state to save his own skin. Tenpenny's ambition nearly destroys San Andreas, and to the very end he sneers that those against him were nothing but "trash" to be taken out.
  • Vice City Stories: Marty Jay Williams is the redneck leader of the Trailer Park Mafia, who distinguishes himself as the worst abuser in the 3D universe. Marty uses his gang to run a Protection Racket threatening multiple innocents, and upon opening a brothel, he begins pimping out multiple women. Abusing his wife Louise for years, Marty threatens her life and the life of their baby on a regular basis to keep her in line, and when Louise finally tries to leave him, Marty kidnaps her with plans to force her into prostitution at his brothel.
  • Grand Theft Auto IV: Dimitri Rascalov presents himself as a reasonable man in the criminal world, but he is actually a duplicitous, manipulative snake with no sense of morals, empathy, or honor. Having created the Faustin crime syndicate with his best friend Mikhail, Dimitri uses Mikhail's violent ways to profit and oversees a wide variety of brutality, extortion, and murders through the likes of Vlad. When Mikhail outlives his usefulness, Dimitri tricks Niko Bellic into murdering Mikhail, abandons Mikhail's wife and daughter to homelessness, then tries to kill Niko himself before burning down the business and entire apartment building of Niko's cousin Roman. Dimitri is revealed to be in cahoots with Ray Bulgarin, who Dimitri empowers for further mayhem while also beginning a country-wide cocaine operation that threatens to destabilize the whole nation. Running his criminal empire far more brutally than Mikhail ever did, Dimitri tries to massacre a Senator's convoy to silence his campaign, blackmails Bernie over his sexuality, and tries to torture Roman to death. In the "Deal" ending, Dimitri feigns agreement to a heroin deal only to turn on and slaughter the buyers, kill his ally Pegorino, and orchestrate Roman's death at his wedding, proving himself to be a spiteful opportunist that every other criminal views with disdain.
  • Grand Theft Auto V:
    • Peter Dreyfuss is a seemingly eccentric but egotistical retired Vinewood director, and a twisted "artist" obsessed with the suffering of others. The culprit of Leonora Johnson's infamous murder, Dreyfuss had tortured and raped Leonora for an extended period, mutilating her both physically and sexually while she was still alive, before decapitating her. Years after the fact, Dreyfuss torments her surviving family with taunting phone calls and messages, regularly sending them Leonora's belongings and severed body parts. In a confession letter to his "friend", Dreyfuss subtly belittles him for not understanding why he did it, comparing it to other instances of torturing hitchhikers; sleeping with young girls; and paying two prostitutes to stab each other. Confronted by Franklin, Dreyfuss cowardly tries to flee, attempting to justify himself by claiming he "immortalized" Leonora through his art.
    • Online's The Doomsday Heist: Avon Hertz is a genius billionaire tech mogul, inventor and "father" of the insane A.I. Cliffford, and the true main antagonist of the Doomsday Heist scenarios. Petty and egotistical to the extreme, Avon had his own vision for a perfect world. He sought to create a dystopia where all of mankind was replaced with sapient machines who worshiped him as God. He tricks the Online protagonists into feeding data to Cliffford under the guise of rooting out the Russian terrorist Bogdan, when he was actually using them to gain access to the United States defense grid. After trying to blow of the submarine the players and Bogdan are on, he reveals that he will use Cliffford to hack into missile systems throughout the world and unleash nuclear armageddon to completely wipe away humanity. Hiding out in an abandoned missile silo, Avon tried to use a nuclear warhead to wipe away San Andreas and buy time to allow Cliffford to hack into weapons systems around the world to unleash doomsday. While Avon and Cliffford are ultimately killed, his genocidal ambitions lifted him above all other villains in the franchise in terms of evil grandeur.

Games

  • Marian Mallon is the Director of Phenotrans and the mastermind behind their conspiracy; in order to necessitate the creation of Zombrex, Mallon has zombie outbreaks start in cities all over the country in order to harvest "Queen" zombies, infecting and killing countless people. Her planned Los Vegas outbreak alone kills 100,000 people and gets over 1 million infected, and Mallon has a scientist who tried to leak the truth killed. Mallon also keeps Isabella Keyes as a constant captive, stealing Keyes's research and forcing her to work for Phenotrans. When Frank West and Chuck Greene uncover the conspiracy, they discover Mallon has been committing mass kidnappings for her experiments, and Mallon claims Phenotrans created a cure for the zombie virus which she hoards for her own infection, also stating releasing permanent cure wouldn't be good for business. By the time of the third game, Mallon agrees to seek the permanent cure when her condition starts to deteriorate, starting another outbreak, teaming up with Hemlock in his bid to take over the country. Narrowing the immunity carrier down to Nick Ramos and his friend Diego Martinez, Mallon kills Diego by causing his parasites to explode from inside him, resulting in his gruesome death.
  • Dead Rising: Jo Slade is a lecherous mall cop who began kidnapping and sexually torturing beautiful women when the outbreak hit. Going through a number of women before being encountered, it's implied that Jo also tried to kidnap Tonya Waters and shot her boyfriend Ross Folk when he protected her, causing him to later attempt suicide. After catching Frank West's attention by taking four hostages, Jo begins killing them one by one if he takes to long to confront her; during this confrontation, she begins to rape Kay Nelson with a nightstick and threatens to do the same to him for interfering. During the resulting fight, Jo slowly tortures the hostages with electrocutions and beatings, potentially killing them if Frank can't defeat her in time.
  • Dead Rising 2: Both versions of Tyrone "TK" King prove far viler than the mere sleazy game show hosts they initially appear to be:
    • Original game: TK is the host of the controversial reality show, "Terror is Reality", wherein contestants slaughter zombies, much to TK's profit and entertainment. Accepting payment from Phenotrans, TK helps them set a zombie outbreak on the city, framing Chuck Greene for his crime. Taking advantage of the chaos, TK robs every casino vault he can find. Eventually bitten by a zombie, TK begs Chuck to save him with Zombrex, immediately swearing to kill Chuck's young daughter Katey if he's saved. Taking Katey and Chuck's friend Stacey hostage, TK forces Chuck to get him blackmail material on Phenotrans to gain leverage on them, spitefully trying to murder Chuck, along with Katey and Stacey afterwards.
    • Off the Record: TK manages to be even worse than in the original game. Actively supplying the bomb to ensure the zombie outbreak, TK also manipulates Brandon Whittaker into releasing the zombies, convincing him that it will make everyone equal. When Frank West stops his mercenaries from robbing the casinos, TK kidnaps Rebecca; after demanding a $1,000,000 ransom, TK has the twins attack him even after he brings it. Should Frank save him from his zombie infection, TK repays him by kidnapping a mortally wounded Rebecca, intending to have her replace the twins as his personal sexpot while blackmailing Frank into retrieving items for him. When Frank retrieves the items, TK backstabs him yet again, throwing him in a zombie pit with no weapons to fight for his life while he watches with a smile.
  • Dead Rising 3:
    • General John Hemlock, Secretary of Defense, oversees the Martial Law over the zombie outbreak in Los Peridos, and is working alongside Marian Mallon, acting President in the absence of Sonya Paddock. In reality, Hemlock had Paddock kidnapped and forcibly infected with the zombie parasite, so that he could take over. Hemlock plans to firebomb the city it in a week if there are no signs of organic life, and he uses his psychotic henchwoman Sgt. Hilde Schmittendorf to kill civilians. His plan is to extract King Zombies from the city and use them to start and control outbreaks all over the Eastern Seaboard to continue imposing martial law and leave him as the de facto dictator. When Mallon disrespects Hemlock, he kills her by throwing her off a building.
    • Albert Contiello is a sadistic surgeon who represents the sin of Greed. Contiello sees the outbreak as a chance to harvest peoples organs freely for the sake of profit and takes to abducting survivors and performing surgery on them without anesthetic to harvest their organs for the black market. When he captures Nick Ramos, Contiello drugs him with a hallucinogenic that makes him hallucinate the other four survivors as clones of Albert, making it difficult for Nick to not injure or kill them accidentally.

  • Dead Rising: Watchtower: In this interquel set between Dead Rising 2 and Dead Rising 3, Logan is an anarchistic biker gang leader, who was bored of his old life before deciding to take advantage of the chaos of a zombie outbreak. He and his gang sneak into a quarantined zombie outbreak to loot. In his first scene, he comes across a married couple and offers his help for a impossible price, before beating the husband down and leaving the wife to be eaten by zombies in front of him. When one of his men get bitten, he jokingly asks if he'd rather be shot or get chained up and turned. He then attacks the two protagonists, Crystal O'Rourke and Chase Carter, kidnapping Crystal and leaving Chase in a zombie death trap. Before attempting to rape Crystal, he reveals his intentions to blow up the quarantine wall and let the zombie outbreak spread. When he gets bitten by a zombie, he decides to use his last human moments to finally act on his plan before he succumbs to the virus.

TV Series

  • Original seriess
    • "The Carriers": Janos Passik takes 200 people into his mission to become as American as possible. "Teaching" them how to become American, Passik travels with the trainees to America and give them jobs as well as hotels to stay in. Passik uses this as a way of killing, and has been spreading a highly lethal disease with which he will infect the agents, who will then infect their colleagues on their jobs, and so on. While Passik displays some romantic interest in the protagonists Cinnamon Carter, he still has no problems with trying to kill her by trying to infect her with the disease. At the end, Passik plays a game of Russian Roulette when he discovers that they are planning on stopping his plan.
  • 1988 series:
    • "The Plague": Black Market dealer Catherine Balzac is a ruthless killer who takes the Xerxes virus. A deadly strain that brings horrific death, Balzac intends to sell it to those who will deploy it to kill millions, with Jim Phelps having to act before countless innocents are given a nightmarish death.
    • "Bayou": Jake Morgan is a wealthy, grotesquely obese Southerner who makes most of his money by secretly running a human trafficking operation. Having kidnapped hundreds of young women to be sold into sexual slavery, Morgan also has those who cross him fed to his pet alligators.

Film Series

  • Solomon Lane is a former MI6 operative who, after realizing his own sociopathic nature, became enraged and went rogue with the Syndicate to cover up his own deficiencies. Using the Syndicate to carry out devastating terrorist attacks while committing murders himself, Lane was defeated and arrested by Ethan Hunt and his team. Two years later, Lane uses his ally John Lark—aka August Walker—to get free, now hell-bent on revenge against Ethan. To that end, he uses stolen plutonium to rig two nuclear bombs to go off in Kashmir, at a medical site where Ethan's ex-wife Julia is working just out of spite. The nukes will irradiate the water supplies of China, India and Pakistan, affecting a third of the Earth's population while Lane is fine dying in the blast so long as he knows Ethan is framed for being Lark and will rot in a jail cell for the rest of his life haunted by the guilt of Julia's death.
  • Mission: Impossible III: Owen Davian is a sociopathic, powerful international Arms Dealer who is notorious for selling to different terrorists. Davian wants to find the Rabbit's Foot, a highly dangerous weapon which Davian is going to give to John Musgrave and start a war in the Middle East which would kill many people. When he captures an agent who is spying on him, he brutally tortures her and plants a bomb inside of her head, detonating the bomb when she is finally rescued. When Davian is interrogated by Ethan Hunt, he gloats about killing the agent, saying that the only real reason he did it was because it was fun, before threatening to do the same to Ethan and his wife, no matter what, which he attempts to do multiple times, even going as far as to disguise his own security chief as Ethan's wife, and then killing her, just to torture Ethan. In his final moments, he keeps his promise, and decides to kill Ethan's wife, with Ethan Forced to Watch.
  • Mission: Impossible – Ghost Protocol: Sabine Moreau is a cruel contract killer who introduces herself by shooting Agent Hathaway to swipe his briefcase, leaving him on the cusp of death so he'll die in his lover's arms. The contents of the briefcase are nuclear launch codes that Moreau plans to sell to "Cobalt", aka Kurt Hendricks, so he can use them to kickstart a nuclear holocaust. When she meets who she believes to be Cobalt, Moreau tries to have his henchman executed to prove she's serious about the deal. Moreau doesn't care about Cobalt's cause or the billions who will die from the nuclear codes, simply wanting diamonds for her services.

  • Operation Surma: Simon Algo is the tyrannical and psychopathic president of Ugaria. Gaining power in a coup d’état with biological weapons, and the program Ice Worm, Algo aims to use the latter to gain access to Ugaria's nuclear codes and proceed on a campaign of conquest within the Balkans. Having Colonel Vasyl Berkut assassinate an informant to prevent his schemes from being discovered, Algo also orders Yang Ho to destroy the Los Muertos Research Facility to hide the visit, which would have killed hundreds of innocent civilians. When Sofia Ivanescu, the creator of Ice Worm, questions Algo's motives, Algo has Berkut disguise Ugarian Secret Service members as Russian mobsters to intimidate her to give up the nuclear codes. When Sofia joins forces with the IMF and Ethan Hunt, it is revealed that Sofia's father was arrested by Algo to create biological weapons and his death was faked to lure Sofia to his side. Upon killing Berkut, Algo taunts Hunt over how much of a failure his operation is, and gloats that he will kill Sofia due to her turning on him, despite the instrumental role she played in his rise to power. A seemingly-polite official, Algo is a man who only cares about a desire for power and violence, absolutely regardless of the blood that is spilled.

  • Judge Wraith, a vicious misogynist and the purveyor of the seedy WraithBabes, is the worst of the judges lording over the bleak society. When singer Abi Khan is judged by him on the idol show Hot Shots, Wraith pressures her into joining his porn channel, having her drugged and raped when she gives in, something he has done to countless other women. After Bing threatens suicide to protest what became of her on live television, Wraith callously pushes for him to open his throat.
  • Arquette is an ardent supporter of the MASS system and its goal of exterminating the Roaches—including innocent children—by changing their appearance into grotesque mutants so soldiers would not hesitate to pull the trigger, despite acknowledging that they are civilians. A military psychologist who uses his position to direct genocidal attacks against the Roaches, Arquette is xenophobic enough to claim that the eugenics program is completely justified since the Roaches have "shit in their DNA". When Stripe begins to discover the truth behind the MASS system, Arquette imprisons him and gives him the Sadistic Choice to either have his memories erased and continue massacring Roaches or stay locked up and have his MASS system configured to replay the footage of him killing Roaches with their appearances intact in an eternal loop.
  • Robert Daly is a sociopathic inventor who has created a special mod of the online game Infinity. By taking the DNA of his co-workers, Daly can create fully sapient digital clones in the game, which he uses to torture and mistreat to relieve all his frustrations. Endlessly abusing and humiliating them, Daly refuses to grant them any relief, at one point sealing Nanette Cole’s mouth to suffocate her and painfully transforming Shania Lowry into a monster when he wishes to make a point. Constantly putting them through endless pain and abuse, when James Walton refused to play along, Daly got the DNA of his young son and threw the boy's clone out of the airlock with the threat he'd revive him and torture him worse if Walton didn't knuckle under. When the crew tries to escape, Daly vows to torture them even worse than before, starting with Walton's son, threatening how his punishment will be "biblical".
  • Rolo Haynes is the owner of the titular museum and a manipulative sociopath who deliberately tricks people into participating in dangerous experiments. In his first anthology story, Rolo tricks a man into installing an implant which drives him to insanity, culminating in Rolo's pawn brutally killing a homeless man. In his second outing, Rolo fools a loving couple into sharing their consciousness to save the wife from a coma, ruining their relationship and eventually transferring her mind into the body of a stuffed monkey to amuse himself. Convincing wrongfully convicted murderer Clayton Leigh into giving Rolo his post-death consciousness by promising to help Clayton's family, Rolo turns him into a freak-show exhibit for sadistic and racist guests to enjoy forcing him to relive his execution over and over and over again.
  • Catherine Ortiz is the wicked aunt of the pop star Ashley O who has been exploiting her niece all her life, abusing her whenever Ashley doesn't listen to her demands and drugging her to keep her more docile. Catherine would also develop millions of robotic dolls dubbed Ashley Too, all of whom are sapient copies of Ashley whom Catherine has trapped inside the dolls, giving the fully aware copies only 4 percent of all functions. Upon learning that Ashley is not taking Catherine's drugs, she drugs Ashley's food, deliberately putting Ashley in a coma and keeping her in that vegetative state as she forcibly probes her mind for music while destroying all the sapient Ashley Toos that were recalled. Creating the holographic Ashley Eternal after continuously exploiting Ashley's comatose state for six months, Catherine orders her own niece to be killed, believing her to be of no further use to her.
  • Kenneth "Kenny" McCardle was a depraved Serial Killer who terrorized the remote town of Loch Henry. Hiding behind the façade of an honest policeman, Kenny and his wife, Janet, videotaped themselves raping, torturing, and killing eight people for nothing more than sadistic pleasure. Deciding to escape justice by framing his own protégé; Iain Adair for the murders, Kenny massacred the entire Adair family simply to cut off loose ends.
  • Michael Smart, a charismatic and beloved conservative politician, is in fact a psychopathic fascist with nightmarish plans for Britain. As a child, Smart stoned a dog to death and only got worse from there. In a Bad Future where Smart is elected as Prime Minister, Britain falls under the totalitarian control of the Britannia Party, becoming a Police State where mass surveillance is implemented and the streets are in flames, with Smart's racist regime being responsible for an untold amount of deaths. The pinnacle of evil in the Black Mirror universe, Smart's cruelty is so great that even demons from Hell are said to admire him.
  • Tim Simmons initially appears to be a regular bystander, but Gaap shows Nida his true colors, revealing that Tim raped his own daughter for years every night, which will get so bad that the daughter will kill herself as an adult to stop the pain. Despite his brief appearance, Tim was so vile, the pacifist Nida barely hesitated to murder him in a rage.
