    M. Smith 
A news anchor
  • Cool Shades: He's a dapper man, and the shades are the cherry on top.
  • Hero-Worshipper: Or "hero" worshipper. He supports Vinnie's crusade and lauds his actions on a global television station. How he's not been taken off the air for supporting a mass murderer is anyone's guess.
  • Mr. Exposition: He's there to explain how Vinnie has become a household name for killing corrupt cops and bloodthirsty mobsters.
  • Previously on…: His main purpose is to give some exposition about the previous game for those who haven't played it.

Assassination targets

Cairo

    Weapon dealers 
Two weapon dealers on their way to Cairo to make a transaction.
  • Arms Dealer: They're both this, hence why they're killed by Vinnie.
  • Flat Character: They're the leader of an arms dealer group, and that's it.

    Merchant's contacts 
The contacts contacts of the arms dealers who is hiding out in an Egyptian marketplace.
  • Asshole Victim: They're killed along with their bosses to cripple the arms trade so it's hard to mourn their assassinations.
  • Devil in Plain Sight: What they aim to be. Their turbans give it away. The bottle guy is doing a slightly better job, though being so far away from everyone else gives him away.
  • Flat Character: They share the same amount of personality traits as their turbans. The poor bastard hiding behind the broken bottles doesn't even have one to compensate for his lack of characteristics.
  • Gang of Hats: They're recognised by Vinnie due to sharing the same conspicuous white turban. The turban shunning contact is still easy to recognise though.

Venice

    Cartel member 
A guy trying to alert his fellow gangsters to a rival presence. He's killed to prevent this.

    Dirty rotten boat seller 
A guy who has frequently been attacked by bounty hunters. Vinnie comes along to show them how it's done.
  • Ambiguously Evil: It's not known if he got his nickname due to being malicious or unpopular. While it ultimately doesn't matter, it's never revealed.
  • Cruel and Unusual Death: While it's faster than most examples, he's thrown to the ground at a high speed due to his elevator being sabotaged mid flight. There's an audible crash when he and the elevator hit the ground.
  • Hope Spot: He's survived many Italian assassins. Too bad the Italian-American proves to be too much for him.
  • Make It Look Like an Accident: He's killed by making him fall to his death via a sabotaged elevator.

Rio De Janeiro

    high class criminal 
A drug smuggler smuggling drugs in his Cool Car. He's killed by Vinnie for doing this.
  • Cool Car: Not only does he own an exotic vehicle, he also uses it to transport cocaine.
  • Flat Character: His cocaine has more depth than he does, and neither he nor his drugs are even seen. His car is a more onscreen character than he is.
  • Man of Wealth and Taste: He's referred to as a high class criminal and he owns an exotic vehicle. Too bad this is cut short by Vinnie due to his double life as a drug smuggler.

    Tourist 
Some guy vacationing at a hotel.
  • Ambiguously Evil: This goes without saying, due to absolutely nothing being known about him.
  • Flat Character: One of the flattest of them all. It's not even stated why he has to die.
  • Noodle Incident: What exactly warrants his death isn't clear.

    Another tourist 
A witness to your crime. He's killed because Vinnie doesn't like witnesses.
  • Asshole Victim: Subverted. He's one of the only innocent targets in the series and a sore reminder that Vinnie is a Villain Protagonist, no matter how slick he may be.
    • This is eventually played straight in the ending, where he tries to kill Vinnie. Though since Vinnie shot him minutes ago, it's understandable if stupid why he'd take this course of action.
  • Boom, Headshot!: He's killed this way. Interestingly, he survives the first shot, though certainly not the second one.
  • Cutscene Boss: He returns at the end and is fought by Vinnie during the cinematic.
  • He Knows Too Much: He's simply killed for being at the wrong place at the wrong time, which would allow him to implicate Vinnie as the murderer of the other tourist.
  • Hope Spot: Just as he's within view of the shore, Vinnie shoots him dead.
    • When it looks like he's shot Vinnie, his bullet is caught by his binoculars at the last moment. He's promptly shot in the head before he can bemoan the unfairness of this.
  • Leave No Witnesses: He's killed due to this principle.
  • Leeroy Jenkins: He rushes in to fight Vinnie when he has a firsthand experience of how dangerous the guy is. This is then promptly reinforced with a bullet to his hollow cranium.
  • Not Quite Dead: He tries to snipe Vinnie at the end of the game and almost succeeds. Too bad Vinnie's binoculars stop the bullet he fires.
  • Spanner in the Works: Him sailing his yacht past the hotel complicates Vinnie's hit immensely.
  • Too Dumb to Live: If he had gone to the police instead of trying to kill Vinnie in revenge, he'd probably still be alive, or at least have survived a lot longer.
  • Villain Has a Point: While foolish, it's not hard to see why he tried to kill Vinnie, since he was almost assassinated by him. Unfortunately, this turns him from one of his only survivors into another one of his many kills.
  • Walking Spoiler: He comes back to fight Vinnie a second time out of nowhere, just when Vinnie thinks he's all in the clear.

    Vinnie's client 
The guy that ordered the hit on the tourist.
  • Arc Villain: Of the Rio missions. He's the client that refuses to pay Vinnie.
  • Asshole Victim: He's killed after refusing to pay Vinnie for his services.
  • Cruel and Unusual Death: If the Boom, Headshot! didn't kill him, drowning certainly would have.
  • Final Boss: His mission the last one done by Vinnie. Though he's not the last person to be killed by him.
  • Jerkass Has a Point: While refusing to pay Vinnie is dickish and stupid, he's right in that leaving and killing witnesses is sloppy and unprofessional.
  • Mugging the Monster: The dumbass refuses to pay Vinnie, and pays the ultimate price for ripping off a hitman who is ruthless to those who forgo their moral code.
  • Needle in a Stack of Needles: He's hiding amongst some Brazilian citizens on the beach. Identifying him takes far longer than shooting him.
  • Non-Action Big Bad: He has no combat skills, getting assassins to do his dirty work. The challenge of his level is finding him and not killing him.
  • Too Dumb to Live: Refusing to pay an assassin who completed his assignment is an extremely bad idea. This dunce finds that out the hard way.
    • Even worse, he's chilling on a beach after refusing to pay said assassin.
  • Ungrateful Bastard: Witnesses aside, Vinnie did complete the assignment. This dick still refuses to pay Vinnie though.
  • Walking Spoiler: He's the final boss of the game, and can only be killed after completing all the other missions.

Vancouver

    Old politician 
An old man who has made many enemies. Enemies who want him dead.
  • Make It Look Like an Accident: How he's killed. He falls to his death while leaning on a sign. He's then crushed to death by a boulder.
  • No Kill like Overkill: He falls to his death, then is crushed with a boulder for good measure.
  • Too Dumb to Live: Even if Vinnie didn't shoot it, leaning on a sign facing a high mountain is not the smartest decision.

Montreal

    Crime lord 
A local crime lord trying to acquire a briefcase full of cocaine.
  • Asshole Victim: When the police work with a Cop Killer assassin to kill you, you know you're an asshole.
  • Cool Car: He's the passenger in one. Unlike most targets, he dies after getting out of it.
  • Death by Irony: The cocaine kills him indirectly by putting him in Vinnie's crosshairs. Drugs Are Bad, kids.

    Rival crime lord 
A crime lord killed in retaliation for the death of the other crime lord.
  • Asshole Victim: Even though his death is ultimately pointless, he still deserves it.
  • Dramatic Irony: He's innocent of this crime, as Vinnie was the true culprit. Oops.
  • Irony: Both he and the other crime lord die shortly after exiting their cars.
  • Make It Look Like an Accident: The bridge gives way under his car due to being shot. He dies plunging into the water below.
  • Not Me This Time: He didn't kill the rival crime lord, but the person who assassinates him sure as hell did.
  • Oh, Crap!: He has an audible scream as he and his car plunge to their deaths.
  • Poor Communication Kills: He's killed due to not making it clear he had nothing to do with the other crime lord's death.
  • Refuge in Audacity: He's killed in retribution for killing another crime lord, who was actually killed by the person hired to kill this guy. It's so ludicrous that even Vinnie quips about the irony of it.

Tokyo

    Wanted criminal 
A Japanese criminal who escaped prison and is chilling out at a hotel at the time of his death.
  • Asshole Victim: He's slain by Vinnie in a bit of vigilante justice. Since he's notorious enough to be an infamous criminal, it's clear he got what he deserved.
  • Deadly Bath: He's shot to death in one.
  • Man of Wealth and Taste: He's so picky he'll only hide out in a luxury hotel even though he's far more likely to be caught there. Naturally, Vinnie has an easy time finding and finishing him.
  • Karma Houdini Warranty: His escape from prison was short lived, courtesy of Vinnie.
  • Noodle Incident: What he did to be the most wanted criminal in Japan is a mystery, though he must have done some pretty messed up shit to be referred to as such. How he escaped from jail is also never answered.
  • Screw This, I'm Outta Here: Subverted. While he does flee jail, he decides to indulge in a luxury hotel instead of fleeing the country.
  • Stupid Crooks: Hiding out in a luxyry hotel when you're a fugitive is one thing. Hiding in a bathtub on a middle floor where escape is more difficult is another thing. Hiding out instead of boarding a plane and getting out of the country is suicidally stupid.
  • Too Dumb to Live: Laying low at a luxury hotel when an airport is nearby is a recipe for disaster. Sure enough, he's killed before he can flee justice.

    Rebellious Yakuza 
A Yakuza member who leads a group attempting to overthrow more traditional members. He's killed before he can become more powerful.

    Yakuza assassin 
An assassin wanting to kill a Yakuza leader. He's assassinated by another assassin before he can.
  • Assassin Outclassin': Vinnie assassinates the wannabe assassin before he can kill his boss.
  • Poison Is Evil: His treachery is demonstrated by his desire to poison his boss. Fortunately, this is prevented with the far more heroic firearm focused assassination that Vinnie revels in.

Moscow

    Bio chemist 
Some lunatic trying to contaminate all of Russia with a virus.
  • Asshole Victim: Oh God yes. He's one of the most vile people Vinnie ever faces.
  • Cool Car: He has one. Too bad it's used to kill him.
  • Death by Materialism: Vinnie shooting his car causes him to look out the window, opening him up to Vinnie's scope. He's made short work of swiftly afterwards.
  • Even Evil Has Standards: Not him but Vinnie. Even the hardened criminal and mass murderer is horrified with this guy.
  • Evil Genius: He's distrubed, but undoubtedly intelligent.
  • Eviler than Thou: He's far worse than Vinnie and could have killed up to hundreds of millions if he wasn't stopped.
  • Greed: He wants to spread a virus so he can profit off the antidote, showing just how heartless and greedy he is.
  • Hate Sink: His description makes it clear he's meant to be despised. His only mitigating factor is that his plan never goes through and he's never shown working on it in any detail. Still, his death makes Vinnie look totally sympathetic.
  • Lack of Empathy: He's willing to commit genocide to make a quick buck. It's clear he has little in the way of morality.
  • Mad Scientist: He uses his brains to attempt to kill millions by spreading a dangerous virus in Russia.

    Corrupt general 
The financer of the bio-weapon.
  • Arc Villain: Of the Russia missions. His story continues the mission before him.
  • Asshole Victim: He's a truly vile individual so no sympathy is shed for his death.
  • Even Evil Has Standards: Vinnie of all people is disgusted by what he plans to do.
  • Eviler than Thou: Since the virus was his idea, he's slightly worse than the scientist, who is slightly worse than everyone who has come before him.
  • From Camouflage to Criminal: Before he was an attempted genocidal manaic, he was apparently a military general.
  • Greed: He also wants to profit off the antidote he'll finance after spreading the disease.
  • Hate Sink: He's evil enough to shock even Vinnie, so it's clear he's made to be rooted against.
  • Lack of Empathy: He clearly doesn't give a shit about the devastation he seeks to cause and profit off.
    • He also has this to his own men, coldly trying to replace his top scientist once he's killed.
  • The Man Behind the Man: He's the financer of the evil company that wants to release the bio-weapon.
  • Noodle Incident: While greed is probably a major factor, it's not known what turned him so evil, or if he was just a massive douchebag from the get go.
  • The Sociopath: He has a disturbing Lack of Empathy, is narcissistic to an absurd degree, and willing to do something so dangerous and destructive to make a quick buck. He's clearly kind of a psychopath.
  • Undignified Death: He's shot in his car after being held up by a train.
  • We Have Reserves: He bluntly tries to hire another scientist after Vinnie kills the first one. He's killed before he can.

Nice

    Lawyer 
A lawyer who is killed because of his lawyerin'

    Evil couple 
Two criminals wanted by the French police.
  • Asshole Victim: They're such scumbags the police offer a bounty on their heads.
  • Even Evil Has Loved Ones: They love each other dearly. They ran off together and even go on a date in the middle of their crime spree.
  • Karma Houdini Warranty: They're no longer on the run once Vinnie is through with them.
  • Last Kiss: They're killed while kissing, so this is a given.
  • Noodle Incident: Why they're so notorious is never elaborated.
  • Outlaw Couple: They're this up until their deaths.
  • Refuge in Audacity: While they're fugitives, they choose to go on a date at a crowded restaurant, where they could easily be identified. They're either the cockiest or dumbest people in the world.
  • Straight Gay: They both have a generic male figure and are kissing passionately, showing that they're a romantic couple rather than mere partners in crime.
  • Too Dumb to Live: They're yet another series of fugitives too fucking stupid to realise that hanging out in a populated public area is exceptionally idiotic. They pay the ultimate price for this.
