Maybe the Moe is called a Girly Girl, but the Evil Is Sexy trope dose not automaticlly make Lamie the Tomboy. If you have seen the episode with the Dora Silkis (?), you will find that it wasn't Lamie who took on any man's outfit. . . . and changing into a mutant monster dosen't qualify for Crossdresser.
That is why I see Mei as the tomboy of the two girls.
