Yeah, this thing's a little off.
- "Occident: countries from the West."
- "Occidental Otaku" therefore implies otaku from the West. This does not necessarily mean weeaboo, just dork.
- Article says that it's an Anime Trope referring to characters that are fans of Japanese media. This would make them rather weeaboos than otakus (or at least, weeaboos first, otakus second).
- Article title is Occidental Otaku.
So if this is just weeaboos that visit Japan/are in Japanese stories, how are they not just Weeaboos?

Yep. "Otaku" is the term used by the culture itself, while "weeaboo" is a 4chan spawned derivative of the insult/slur "Wapanese" (think "wigger" but for Western otaku instead of suburban rapper wannabes.
July 2021: just heard about Oli London, A British person who is so obsessed with Korean pop culture that he claims he is a Korean who was born into the wrong race and culture and is trying to remedy this by lots of expensive plastic surgery (£175,000 worth...) to restyle his face and skin to "Korean". This makes him effectively a weeb/otaku for Korean culture. Does this have a specific TVT page or does it belong here, as an extreme example of the same phenomenon?

Functionally illiterate in several languages.Seems like this whole trope is based on insulting anime fans not from Japan. I'll bet a $100 it's the same people who used to make fun of anyone for using a computer/playing video games/being on the internet/dating on the internet from early 90's to early 00's, except that they'e now using a computer, playing video games, surf the net for the very thing they make otaku's fun of and found their girlfriend/boyfriend on the internet. It's just sad and I don't get why they still continue. That said, occidental otaku is a trope.

That first sentence is godawful, I had to ask two separate people in #tropers before anyone could explain it to me. Can we get rid of the pothole and rephrase the whole first sentence? That pothole has been forced in, square peg round hole style.
