Moral Event Horizon is meant to apply to evil characters, to show they can never be redeemed. This feels more like a very strong Kick the Dog IMO- utterly horrible, but not evil. Not irredeemable. "Torturing" also sounds like a very strong word to use; Shelby is the Alpha Bitch, not a psychopath.
Then again, MEH is YMMV for a reason. It's just also complicated and weird and there's been a lot of debate about it.

I added Moral Event Horizon to Shelby from A Cinderella Story because I thought that torturing a innocent teen into tears like that is beyond any sense of forgiveness. The fact that Shelby continues to harass her as she's in tears in the hallway just sinks it further. And the indication that she's torturing Sam for being an abuse victim really brings it down as well. Do you think I’m exaggerating that it's a Moral Event Horizon? If not, how come?
