You've got several tropes here:

  • Even the Girls Want Her - "both genders admire her, even pine for her"
  • Good Bad Girl - a heartbreaker with a heart of gold
  • Defrosting Ice Queen - a variant where she's initially aloof as well as a heartbreaker
  • Tsundere - best summed up by the classic "It's not like I like you or anything, stupid."
  • Spirited Young Lady - she's a free spirit, only willing to settle down with the right person.
  • Plucky Girl - similar to the previous, but a little more on the... rambunctious side. Gumption is another good word here.
These all link to other related tropes, it's a popular archetype.

^The OP isn't asking for tropes, they said their sister is looking books, films, and television series with those types of female characters.

I think you're not seeing the forest for the trees here- if she wants stories with that sort of character, the examples sections of each of those tropes I gave you lists works with that sort of character, sorted by media. Tons of works there for her to check out.
