I've always considered them interchangeable, personally.
While not talking about any specific case, usually the source media has priority, especially when the time distance isn't too great.
That said, this "most recent official translation" policy itself needs its own thread on the Forums.

A public discussion makes the most sense, considering what we recently went through with the pre-release works situation.
One person interpreted the existing policy in a very weird way, and the forum thread resolved it. The same could happen here.

In regard to the OP's question, the source material probably wins out. I say "probably" because, again, we don't really know what the policy is or isn't.

Hello all,
I know that this site has a general policy of preferring the most recently-used official English localization for foreign works.
In the case of the anime/manga One Piece, there is more than one official English version for certain words and phrases. For example, the VIZ manga uses the term "Navy", while the Funimation dubs/subs uses the term "Marines". There are more examples, but this is one of the most prominent ones. They're both technically the most recent official English translations, except one is for the manga (VIZ) and the other is the anime adaptation (Funimation).
In cases like these, which version is given precedence, the manga (VIZ) or the anime (Funimation)?
