Definitely not allowed. If you suspect plagiarized summaries copied wholesale from other sources, rewrite them.
Going by other queries regarding plagiarism, I would assume absolutely not. Tropers.Taylor Hyuuga added the plagiarized text.

The page is also a stub, with only one trope (plus one non-trope on the character sheet which I removed). Probably best to just cut it unless someone can find two more tropes.
By looking at the linked article, I think I see the tropes Child Soldiers, Flight, and World War III, and there are probably some more that I missed.

Hi, I'm the one who created the original page for Ciconia. I just learned of its deletion and I didn't know of the plagiarized text until much later, due to the page being abandoned for some time. I ask for recreation of the main page and the other two subpage as the opening movie was recently released, showing several elements and characters relevant to the previous entries of the series.
^ If you want to recreate the page, you should probably ask in this forum thread. The game does seem to meet the criteria for unreleased work pages, so if you can find at least three good tropes in the footage we have, there shouldn't be a problem with remaking the page.
