Actors aren't a type of media, so I'm inclined to say no.

Other media indexes have creators too. I'm mostly concerned about the fact that Indian Media lists some actors who are only of Indian descent.

I think that would be a bad idea. There is lots of international migration and we'll see arguments about whether someone is "Indian" enough if we let that happen.

I think other country media indexes restrict Creator lists to those who were born or had a permanent residence in the country.

^I personally think that's how such indexes should work.

In particular, not everyone of Indian descent has been to India.

For actors, wouldn't it make more sense to list them under the country in which their movies are produced? I think that would clear up the confusion in this case anyway.

Though it might make things worse for people such as Jackie Chan who have worked in multiple countries with roughly equal coverage.

Rush Hour 3 was filmed in France, so Jackie Chan would be a French actor?
