I'm not sure... I've not thought of that, but it's not ruled out just yet. I was thinking more that while the body is fully grown (to the point of the character), the mind isn't to that point as of yet, but can get there.

Empty Shell and Blank Slate

Also a common way to make an Evil Knockoff.

Can involve Genetic Memory and/or Soul Fragment if the personality of the original eventually starts to re-emerge in the clone, or Clones Are People, Too if they develop their own personality.
