Any official release is treated as a global release as far as the site is concerned.

There's a section about this on Creating A Work Page For An Unreleased Work -

  • TV Tropes is an international site and we don't use any particular market as a benchmark for releases. If it's available in Liechtenstein but not yet on sale in the rest of the world, that's still a release.

The caveat on this is that a brief accidental release may be treated as a Content Leak. But if it's irreversibly released early, that counts.

Thanks, seems I had managed to miss the relevant Administrivia page and mix up Short Run in Peru with Early-Bird Release.
