Why does the game take a sudden drop in quality in just about every facet for just this one palace? The endgame doesn’t bother me (Shido’s palace is my favorite in the game).

Heart of StoneI'd chalk it up to a mix of the worst subplot in the game being part the Palace's setup, plus returning to Kaneshiro Arc's having the antagonist be Obviously Evil right off the heels of Futaba Arc having a more complex Palace where you learn more about the Ruler while you're exploring it.
...that said, I actually like the Spaceport from a gameplay perspective.I feel like the odd one out on that, though.

Disney100 Marathon | DreamWorks MarathonOkumera’s Palace is a tedious slog and is even more so in Royal. I actually liked the airlock puzzle, which was gutted in Royal. Okumera is a rather flat villain, and wasn’t entertaining like Kaneshiro and as. Morgana leaving was extremely contrived and only happened because the characters acted stupid and forced you to go to bed each night because I guess Joker can’t so much as read a damn book without Morgana breathing down his neck. Them wanting Okumera to be a more sympathetic target falls flat because he’s debatably a significantly worse person than Madarame was and the whole shpeel about him caring about Haru is, at best, an Informed Attribute that is rendered completely meaningless by the fact that he is willing to sell his daughter to an abusive asshole (who of course they made as much of a sleazy Jerkass as possible because god forbid they actually commit to the idea of making Okumera sympathetic) for his own gain. Even the dungeon’s theme, while still pretty good, is the weakest in the game. Oh and his Shadow’s Boss Fight is painfully easy in Vanilla and a pain in the ass in Royal. Haru, who is one of my favorite characters in the game, second to Futaba, joining is the only redeeming quality of his palace. Okumera’s Palace isn’t outright bad, but it’s a 7/10 part of the game when every other part is a perfect 10.

To me he honestly seemed worse than all the other major villains except Kamoshida and Shido. It just seems like the writers and the characters both are letting him off light because he's related to a major protagonist...

They could’ve made him more sympathetic by significantly downplaying his abuse of Haru. Make Haru’s Fiance not be a comically sleazy Jerkass. He could still be an asshole, but not abusive. Or at least make it so that Okumera is either unaware or in denial about it, adding an element of self-conflict. If they just rewrote him to make him a more nuanced character, it would’ve sold the whole idea that, while he was a horrible person with a palace, changing his heart was a very questionable act. In-Game he’s so horrible that saying that comes across as contrived. The very next palace is, ironically, one of the best in the game and does the whole dynamic between Haru and Okumera along with the whole “morally questionable but redeemable and sympathetic” part a million times better. Also I agree with the You Tuber that said that making his Mammon transformation into a giant puppet master instead of a space chair of doom would’ve made the boss fight better.

The amount of story is the same as Persona 5 but Persona 5’s gameplay, on account of being a JRPG, was much slower paced so it was about a 50-50 split of story to gameplay. Strikers has the same amount of story but Metaverse sections felt much shorter. I dropped off at the very start of the 6th Jail and Jails 4 and 5 were both half length. I’ve heard the last two jails are also really short. Strikers has really, really fun gameplay but it feels like there isn’t much of it.

There's the whole thrust of a nigh-undetectable magical way of killing people, of course, and the two main human villains are effectively a Decomposite Character of Light, with Goro getting the appearance and "teen wunderkind detective" angle and Shido getting the motive. There's even an arc where a gang of evil businessmen get their hands on a Death Note and start bumping off people inconvenient to their company, which is similar to the crimes committed by Shido's lackeys with mental shutdowns.
Or it could be a coincidence, I dunno.

Now, if Ryuji was pitted against someone voiced by Kappei Yamaguchi in the game, I'd be more likely to say it isn't a coincidence.

Though Joker has the same VA as Lelouch in JP.
So I suspect the devs knew what they were doing with the casting since those two VA are villain protagonists.
Still I admit it's mostly speculation, but Death Note and Code Geass are thematically appropriate inspirations for Persona 5.
