Goofus uses his time machine to create as much havoc as possible, notably vandalizing several famous works of art, doing vastly inappropriate things in the middle of major historic events, and at one point even killing a young Austrian man named Adolf so he can instead rise to power and become Literally Hitler and then bail once it becomes evident that the Allies are going to win the war.
