Starmie was also killed by power creep with many new special water attackers being faster and hitting harder while not having their BST have uselessly high stats they never use and rapid spin buff letting other things be better than Starmie at it.
Gengar seems like it fell a bit, but does keep himself close to being among the best competitively just not good enough anymore with the newest threats and no longer being immune to ground which makes it easier to kill already by most high tier mons

Well, I had a chuckle.
Mega Gengar's thing is that his ability (Shadow Tag) and his movepool made him a great perish trapper that could otherwise kill anything that dared to stay with it as Gengar since it had monstrous Special Attack and Speed that let him revenge kill almost anything in its sight. That's why he was considered too good for anything besides Ubers
Cursed Body is kind of a non-issue for moves in Competitive since there is unlikely a chance for PP to be wasted over and over and adding to Gengar's frailty and making it even less reliable of a switch-in hurt. It does have its uses but not as much as Gengar being able to freely switch into power Earthquake
Of course, it still is crazy strong but there are now better options for offensive ghosts.

Chansey, Gyarados, Moltres, and Nidoking seem to be doing well in the UU tier. Alakazam and Gengar are stuck in UUBL.

Had Mega Gengar gotten Cursed Body in gen VII, it may had gotten balanced. Shadow Tag is insanely powerful.
Shadow Tag is broken. It's why you never see Wobbuffett on NPC teams.

Funny how Quagsire is so bad stats-wise yet so splashable in just about every single tier. It's like his Unaware ability made him unaware of Power Creep, Character Tiers, Olympus Mons and viability so he just goes everywhere he wants and somehow finds usage in every single competitive tier because there's always that one niche it fills

I'd also give Starmie and Gengar an honorable mention, solidly OU across all generations until they finally fell out in Gen VII.
Really, some of it can just be chalked up to survivorship bias. A lot of those older-generation Pokémon aren't bad, really, they just aren't as good as they used to be because newer Pokémon have eventually pushed them out of usage.
