Unless he has outright stated "I fucking hate my fans and love to torture them out of nothing but sheer spite" calling him a troll is inaccurate.

It's trolling because its like what the Trolling Creator page says it is, yanking the fandoms chain around out of frustration, proving a point, or out of amusement.
It's usually the latter.

Trolling is malicious. Getting a kick out of yanking someone's chain is malicious.
Kubo has never really shown anything like that.

He goes with the flow. Which is kinda too haphazard for my tastes. Maybe Oda's pacing is slower, but he plans ahead and less plot holes are likely to happen. Still, Kubo's work is not too shoddily constructed despite the flaws, so it still can be fun.
