During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

No, Kylo. One thing we're not doing is "if X, then Y!" It's a matter of context and those two clear characterization. Dormammu I'm dubious of since he doesn't seem to have any more than his MCU incarnation.

Nah, those two were given plenty of characterization and are FAR from GD Vs. I’ll just switch to an abstain for Dormammu until we’re given an clearer picture on Dormammu’s moral agency.

- Jack Napier starts out as one of Dehaven's lieutenants, secretly snitching on his boss to attorney Harvey Dent to maintain his own side operations. However, after Gordon lets slip Napier's status as a mole and Dehaven slashes Napier's cheeks and leaves him for dead, Napier returns much worse. Now in an insane rage towards Gordon, Napier shoots his way out of a hospital, killing many people, before kidnapping Gordon's wife and child. Murdering a security guard, Napier strings up Gordon's family, planning to murder them, and, even after being beaten, tries to gun down a little girl as a final spiteful move towards Gordon.

I saw Doctor Strange: Sorcerer Supreme a while back, and to Dormammu, I remember him scaring the crap out of me and having a clear moral agency; he just LOVES being evil and isn't afraid to kill countless children to materialize on Earth.

- Knight Rider: Charles Zurich, ex-agent and leader of the New Dawn movement, is a faux-affable extremist vying for the release of 197 "political prisoners" under the threat of murdering a planeful of innocent people. Zurich's seemingly good intentions are a farce, secretly intending to use these prisoners—all of them merely cutthroat murderers—as his own private army to wage wars upon and take over any small country he wants. Oberoi tosses Pavitr's love interest and aunt off a bridge knowing he can only save one, and when Octopus betrays him, Oberoi furiously murders him instead. Only too eager to hand the world to the demons for the subsequent slaughter of all humanity that will ensue, even his own son, Oberoi repeatedly shows he's no less lacking in the spite and ambition that characterizes his 616 counterpart.
- An American Tail: Warren T. Cat, the greedy leader of the Mott Street Maulers, holds the downtrodden mice of New York in a chokehold, forcing them to pay him off under the guise of "Warren T. Rat" while secretly having his cats pick off a mouse every once and a while to keep them terrified and under control. When Warren stumbles upon the innocent orphan Fievel in his introductory scene, Warren manipulates him into his clutches and then tosses him to the hold of a cruel sweatshop for a quick fifty cents, sneering "you don't need a family anymore—you got a job!" When the mice finally stand up to Warren's manipulations, Warren simply decides to cut his losses and tries to burn them all alive with a sick laugh.

I'm not so worried about that... more about him having little to no personality. MCU!Dormammu had some basic flashes of arrogance and whatnot to him too, but we still ruled him out as a GDV. What's the case for this one?
