We did, but the verdict wasn't "cut because it violates the Content Policy," it was "this work has problems that are outside our jurisdiction." I tried to get the term "squidhead" into use for such situations (by analogy to angelhead and devilhead) but it didn't catch on.
So, this isn't a P5 issue and should be taken there, with our blessing.

Seems to me like we should just note on discussion that this was cut as unpublished, not as a CV violation, and then lock up? I don't think there is any value in making a Darth page here.

According to the Content Policy Administrivia page, this page was cut for being unpublished. We now have an entire Darth Wiki section dedicated to such works. Thus, if the work is determined to not violate the policy, I propose the page is restored as both a Darth Wiki page and an Unpublished Work.
