I personally agree a Call-Back can appear in a standalone work, but it has to be a significant amount of time later (so not within the same scene, maybe not even within the same act). I can think of TV episodes/specials that call back to earlier in the special and then lampshade the Call-Back.
I do some cleanup and then I enjoy shows you probably think are cringe.

Further up War Jay 77 was of the opinion that a Call-Back wouldn't apply for a stand-alone work like a movie. So could an episode have a Call-Back to itself? It's unfortunate that the trope page is so vague about its scope. Yet I would assume "earlier than the timeline of the present story" doesn't apply here.
