Unless of course, it's something as gory as Mortal Kombat, because most companies don't want to see their flagship characters brutally murdered.

As for Street Fighter, the downside to picking a SF character who could fit in MK is how few of them not just kill people, but believably do so in a spectacular fashion that would work with MK’s style. Akuma kills, but that’s almost entirely in lore, and his fighting style in-game isn’t exactly geared towards “causing death in cinematic fashion.” Even the SGS isn’t obviously lethal.
I could see Vega / Balrog / Claw working.

Negan and Noctis got mixed reception when they were first announced though.
Vega would be a fantastic actually. Not sure if it would be a popular choice.
Resident Evil characters could fit well too, especially Wesker.

Yea, I still can't believe Joker is a guest character. Between his Wolverine Publicity & NRS being responsible for Injustice it only makes sense, but I never thought DC would actually be ok with Joker getting brutally murder. Granted, this also the same (not literally) guy who wore his face as a mask but I didn't think this would ever occur. It's going to be great to Fatality Joker.
Noctis looks more fitting for Soul Calibur, honestly.
In general, I'd just look on who could be a good fit from both a gameplay and aesthetic side before considering a crossover.

Also, the Joker makes sense considering he tends to be pretty violent. Not as ridiculous as MK but pretty close.

Not only is he a killer in universe, but he’s known for using inventive and creative ways of killing or harming people, allowing them to pull from a wide pool of concepts for his finishers and Fatal Blow.
I dunno. Necali fits into the world of MK somewhat better (arguably), but doesn’t have the “classic character” cred that someone like Claw would put to the table.

SF & MK do have a differing ratings issue.
SF is rated T while MK is rated M.

Also. That series isn't really gory, and the further along it goes the more and more esoteric and silly its deaths are. The silliest fatality in 11 would still make your average Japanese exec looking to promo one of their characters shit themself.
Not to mention that with the exception of the incredibly divisive DR3, all the blood in the series is pink.

And a few of the executions are more disturbing than some fatalities, especially recent ones which are so over the top they can even be funny.
Spike chunsoft probably wouldn't have a problem with Junko dying horribly at any rate.
