Seems like Southern California might soon receive a visit by the rain from a tropical cyclone: Getting closer to narrowing down #Kay impacts for SoCal, which may maintain low end tropical storm status near N. Baja before potentially heading west offshore SW of San Diego. Excessive rainfall outlook currently w/ the bullseye over SoCal deserts.

It seems to be more of an issue for the San Diego area if I'm reading those charts right. I'm probably not but w/e.

I think LA will be fine — it's dealt with heavy rainstorms before. Your main problem will be wanting to visit a beach when it's raining.

Kay is going to bring a year's worth a rain to CA.

The Imperial Valley area is probably going to be flooded as a result. (It only seems to be hitting the San Diego area I think?) Also, the winds are making the current fire situation worse until the rain shows up.

I love that I got fire warning and flood warnings on the same day.

In better news, those gas refund checks are going to be issued out next month. It's not a lot, but better than nothing considering how much gas ate my money this year.

Looks like there was a long list of pro-housing bills this year, although I wonder how much they can actually produce. If memory serves, California has a lot of ground to catch up on.

San Francisco man who sprayed woman in viral video says he'd do it again

On Monday morning, a viral video began circulating of a man in San Francisco hosing down a woman sitting on the ground in front of Barbarossa Lounge on Montgomery Street. With a hose in hand, the man starts spraying her directly in the face as she shouts and tries to shield her body from the oncoming blasts of water in the video.

The footage drew outrage, with many appalled by the treatment of someone who appears to be homeless. But the man with the hose, Collier Gwin, told SFGATE he'd do it again."In that situation, the street was being washed and she refused to move. She started screaming profanities, and becoming very belligerent," Gwin, who owns an art gallery next to Barbarossa Lounge and is not affiliated with the popular bar, told SFGATE. "... and at that point, the cleaning on the street was directed more in front of her."

Gwin said that the woman has been in front of his building and adjacent businesses for almost two weeks. He added that he has called the San Francisco Police Department up to 25 times seeking assistance, and that the person was told by officers from the San Francisco Police Department that morning that she needed to move.

In a statement to SFGATE, SFPD said that officers responded to the hosing incident Monday as a "possible assault," but both Gwin and the woman "declined further police action at that time." SFPD said that a police report has been filed, and that the San Francisco Street Crisis Response Team "provided multiple service options" to the woman.The San Francisco Public Works department did not respond in time for publication, and SFPD did not immediately respond to a follow-up question on whether officers had told the woman to move during the street cleaning.

Barbarossa Lounge's owner, Arash Ghanadan, said he found out about the now-viral video by people tagging his business in the comments, thinking that he was involved."Unfortunately, this incident happened in front of our business and people are assuming that the person was affiliated with us. That's not true," Ghanadan said.

He added that he and other business owners have called both SFPD and social services to try to get assistance for the woman, who has sometimes blocked the entrances of local businesses, but nothing has changed. He said just last Friday, six to seven police vehicles responded to incidents in the neighborhood directly related to her actions. The San Francisco Department of Homelessness and Supportive Housing (HSH) told SFGATE in an email that it cannot comment on specific cases, but in general, "for individuals who are not ready to accept the services HSH has to offer, [the San Francisco Homeless Outreach Team] continues to outreach and build motivation to ensure services are available when they are needed."

Still, Ghanadan condemned Gwin taking matters into his own hands.

"I do want people to know that definitely what you see on the video is not the appropriate way to handle it," he said. "We certainly condemn that." When asked if he would have made different choices since the video surfaced, Gwin doubled down. "Nobody can get into their stores or into their offices. And so consequently, you know, if she got wet when that was happening, it was because she was there getting wet," he said. "She did not move when she was told by the police, by the paramedics, by the social services that she needed to move." On Monday evening, Barbarossa Lounge released a statement on its Instagram page due to the flood of messages it received associating the venue with the incident. Ghanadan told SFGATE he's frustrated by the fact that the woman hasn't received assistance, and was adamant that Gwin spraying her was not the way to handle the situation.

"As a business owner in San Francisco, we've done everything we could," he said. Several onlookers are enraged. "This attack during the midst of life threatening weather changes and less than adequate shelter resources was cold and callous to say the least," said Tyler Kyser, policy director at the Coalition on Homelessness. "Staying dry is the most important thing people have to do to avoid hypothermia when they are living outside on the streets so this attack is beyond being anti homeless and is a direct attack on this woman's life. Violent acts committed by housed folks against our unhoused neighbors needs to stop and we hope that this woman who was attacked is able to get respite and justice in addition to a true exit from homelessness."

A corporate front group titled "Save Our Restaurants" has received millions in donations by companies such as Starbucks and Chipotle's. The aim of the group is to get a ballot measure in opposition to AB 257 - a law that creates a state council of workers, franchisees, officials, and corporate representatives to determine state-wide standards for fast food workers, and also includes a minimum wage increase up to $22 an hour by 2023 - onto next year's ballot. If it does so, the law will be suspended until voters can vote on the measure. According to the Service Employees International Union, paid canvassers have been telling voters that signing a petition to put AB 257 on the ballot would raise the minimum wage, conveniently leaving out that the bill is already a law. SEIU included video footage of multiple such incidents in multiple locations with their complaints, which were filed with the California Attorney General and Secretary of State this week.

Some nut tried to steal a helicopter in Sacramento.

The FBI has joined the investigation into the crash of a helicopter Wednesday morning during an apparent theft of the aircraft at Sacramento Executive Airport.

Officers who were called to the tarmac after 6 a.m. said someone broke into multiple helicopters on the tarmac before the Bell 429 helicopter was operated, resulting in the crash.

Yeah it's been doing that since Christmas. Several inches of rain at a time.

I live in the Santa Cruz Mountains and so many of the roads are just completely unusable now. Their surfaces washed off the ground, making what I hesitate to call a pothole because it's technically a hole in the pavement, but there isn't road left to make it a hole so much as a sheet of pavement shattered and washed away leaving a huge deep puddle where there used to be a road.

Some have been blocked by landslides for months because an entire hillside with dozens of mature redwoods collapsed onto them. The 9 has been especially hit hard in that aspect. There's still fallen trees from January hanging over the road in places where you can go, because there's just too much going on elsewhere to deal with those as Atmospheric River #15 or whatever number we're on now comes through and takes out the power again and another few roads.

I think we've had more days without power than with, or close. It's been a brutal rain season after so many seasons of virtually no rain.

Court denies Huntington Beach's attempt to block enforcement of state law requiring them to build more housing.

Attorney General Rob Bonta applauded the court's decision denying Huntington Beach's attempts to circumvent state law. "I've said it before and I'll say it again: Local governments don't get to pick and choose which state laws they want to follow. Huntington Beach's lawsuit is another baseless and obstructionist attempt by the city to defy state housing laws," said Bonta. "Our state housing laws are a crucial tool for bringing much needed affordable housing to our communities."

LA School District workers approve a deal after a strike. There'll be a 30% wage increase, expanded healthcare benefits, and a $1,000 bonus for those who worked during the pandemic.

The contract still needs to be approved by the school district's Board of Education. The school district said the board could take it up for a vote at a meeting on April 18.

Not out of the woods yet, but seems like a good step forward.

Bumping this up, as the National Hurricane Center has just issued a Tropical Storm Watch for the coasts of Orange and San Diego County as well as Catalina Island, due to Hurricane Hilary.

Definition of Tropical Storm Watch:

A Tropical Storm Watch means that tropical storm conditions are possible within the watch area, generally within 48 hours.

More importantly, there will probably be intense rainfall especially in the inland deserts and mountains:

Hilary is expected to produce rainfall amounts of 3 to 6 inches, with isolated maximum amounts up to 10 inches, across portions of the Baja California Peninsula through Sunday night. Flash flooding, locally significant, will be possible.

Heavy rainfall in association with Hilary is expected to impact the Southwestern United States through next Wednesday, peaking on Sunday and Monday. Rainfall amounts of 3 to 6 inches, with isolated amounts of 10 inches, are expected across portions of southern California and southern Nevada. Rare and dangerous flooding will be possible.

Elsewhere across portions of the Western United States, rainfall totals of 1 to 3 inches are expected.

Huh, the outer edge might just hit us up in the Monterey-Santa Cruz area.

Hopefully it's less disastrous than the atmospheric rivers were. (It probably will be, I think everything that was going to slide has slid for now.)

Tropical Storm Watches have been upgraded to Warnings from the Mexico border to Point Mugu as of the 8 pm PDT advisory.

Basically, this means the NHC expects y'all to get sustained tropical storm force winds between 40 mph and 74 mph within the next 36 hours.
