If anything else, I feel like a lot of people aren't acknowledging the idea & the image of Shenron dying. It's very memorable as it's disturbing.
Him flying of his ship or getting off his throne. It's generic & nowhere as grandiose as your "Killing Shenron" but it's practical.

His first confrontation with Goku? It was a good introduction to his character.
For all the speculation for his LVL 3, I still think it should be this:

Nothing else in this series haunts me like the mental image of the wish-granting god-dragon contorted and screaming in pain. It's something never even hinted was possible up until that point, and Shenron was exactly the kind of character you'd think would be utterly immune to attacks, like Genie in Aladdin.
When I decided to make a King Piccolo moveset, him killing Shenron as his intro was where I started, and that single moment makes up at least half of my love of King Piccolo as a villain alone.
I remember that.
Not to downplay it, but it doesn't look any different from something like Light Grenade. Or the majority of the LVL. 3 in the game.

Another option is him escaping from the rice cooker.
So, to round out the Pride Troopers line-up, here's my idea for a Dyspo set.
He's super fast. So fast, he's actually kind of hard to control. He can't really come to a stop easily and his attacks can't be canceled. His normal attacks have him sometimes using a blue ki blade.
Dyspo has an assist where he summons Kunshi. Kunshi grabs an opponent with his ki threads and holds them there for a second before the threads explode.
Dyspo's ki blast is Circle Flash. He fires a blue ring of energy that encircles the opponent and holds them for a second before it explodes.
Another Dyspo move is the Justice Kick, where Dyspo kicks forward, traveling across the entire screen until he hits the opponent at ridiculous speeds. This is also his assist.
Dyspo has a move where he vanishes behind the opponent and grabs them. He runs, dragging the opponent all the way to one side of the arena to smash them into the wall and all the way to the other side to throw them into the other wall.
Dyspo has a Level 1 in Justice Crush, where he fires two red beams that spiral around each other.
Another Level 1 is Light Bullet, where Dyspo dashes into the opponent instantly for a fast and damaging punch, allowing easy combos into any of his other moves.
Super Maximum Light Speed Mode is a temporary Level 3 Install Super. Dyspo gets a purple aura. While in this form, Dyspo is even faster, hits harder, and his moves can be cancelled into other moves.
I have no idea what Dyspo's cinematic Level 3 attack would be. I'm imagining a barrage of high-speed attacks followed up by a big blast.

Now that you mention it, we don't see many high speedsters in Fighting Games.
Growing up, it's like a civil war, don't turn away, it's something you can't ignore...
If there's anything that's always disappointing to see fan's movelist it's that the official don't live up to the fan made ones. Shouldn't stop fans from being creative to begin with.
I mean, I'm still incredibly disappointed in Trunks moveset in this game.

Yosuke from Persona 4 Arena comes to mind. And I assume Flash from Injustice, though I'm not very familiar with how he plays.
Barry was kind of sluggish in Injustice but that's more Nether Realms than anything else. This was the best match I could remember back in the day
There's more examples of speedster characters like Strider.
Usually since the fan made ones would be extremely difficult to implement.
After all, it's not like the fan made ones take into account balancing and mechanics. Nor can the fan made ones be tested.
Just because it looks good on paper, doesn't necessarily mean it will look good in practice.
I know, but it's usually a shame to know how much we have rein in our ambitions. Even if you do know it's for the best.
Speedsters have the problem that the faster you actually are in a fighting game, the harder it is to not be OP: combos and juggling become easier, pressure becomes more difficult to adapt to, the ability to do crazy stuff like infinites becomes more pronounced, etc. A lot of characters with "super speed" in fighting games end up like Flash in Injustice: with moves that aren't much different than what everyone else has, but with speed as flavor rather than a mechanic (like, say, having a "running" move which just a stance that has a tackle, a high jump, a super kick, etc). And sometimes with a teleport move flavored as a Flash Step.
Some of the most powerful moves in fighting game history are ones that do nothing but make characters faster.
That said, I guess a game that's already fast paced like this one can get more leeway out of something like that than a slower paced game like Injustice or Street Fighter.

By the way, was it ever made clear if 21 had infinite energy?
I know she's a smorgasbord android like Cell, but we don't really know what else she has in her.
Then again, Buu is kinda like a super magical version of Cell (I don't know if his energy is infinite, but the pure version doesn't seem to tire out at all, and combined with how relentless he is, it's not a wonder he overwhelms most opponents through pure brute force).

Somewhat high.
It's hard to believe that they wouldn't try to cash in with the movie.
Even if it does happen, we probably won't get it for a while. Animation takes a long time.
I assume if they knew about it beforehand, they probably would've waited to release Broly in the first place to coincide with the movie.

There might be some more DLC info coming on July 29th, as there will be a live stream event for FighterZ and Xenoverse 2 during the "Dragon Ball Game Festival 2018" event in Japan.
This is not the greatest signature in the world, no... this is just a tribute.
If they really want to do it, they could just have it so if Daimao summons Shenron, the animation of Shenron disappearing after and the Dragonballs splitting is replaced by an animation (not a cinematic) of Shenron being blown up instead.
Since Shenron is unsummonable more than once anyway, its probably the best place to put that moment if they're really dedicated to having that flavor in there.
