I feel it necessary to point out that the trope is YMMV for a reason. IMO, the light on its own is not sufficient enough evidence to suggest he had an Ice Quirk, as it could just as easily been a visual representation for how the "spark" of Toya's "Flames of vengeance" wasn't out, much like how Toshinori's remaining "embers" of OFA was visually depicted as a dying fire.

Reactions of disbelief are also not sufficient foreshadowing to the idea he had an Ice Quirk, and the idea Hori wanted us to "question" it doesn't lend to the specific idea of it being an Ice Quirk. If I was being very charitable, it can be interpreted as Toya having another Quirk, but not enough to say its specifically Rei's Ice Quirk. One could easily draw the conclusion AFO gave Toya a second Quirk like he did to Iguchi with the information available.
The hair detail also doesn't point towards it being an Ice Quirk, as before then it was easy enough to see Toya's hair as being the result of stress changing it, a la Marie Antoinette Syndrome, and something we already saw happen when Tenko's hair turned from black to grey then to white.
And from a meta perspective, it was always meant to be white since that's how it was in the manga, it was the anime that changed it to red in the flashback in Season 2, and Hori nodded to that by making it so Toya's hair was red then turned to white, making it course correction if anything.

Vegeta: I'm back bitches!Honestly the fact they outright revealed that another distant member of the family uses ice and had white hair was itself also a sign of all of this. Ice = White Hair.
But it was always dismissed even when there was a clear connection ala other peoples traits that come with quirks like horns, etc.
Like how Overhauls quirk causes itchiness when he doesn’t fix someone after using it. And Shigaraki who got only a deformed version that destroys means he’s constantly dealt with the itchiness.
Edit: Having a body that’s designed for an ice quirk also fits this, since it means genetically an ice quirk has to pass on in SOME form for his body to decide it needs one built to handle ice.

Maybe Dabi had a Quirk Awakening and him finally manifesting Ice Powers is part of that.
Or perhaps he had it all those years ago and just didn't realize it.
Like, him being able to immediately do Phosphorus after just seeing it if his Quirk awakened in that moment does seem odd.
I know hate's a hell of a drug, but it ain't that good.
Then again, Dabi and Shiggy Diggy seemed to be having a contest over who could rage against the machine more, so I suppose it probably happened exactly as the plot said it did, and him not dying really was because he had too many things he wanted to flame punch in the face.

And I think he's always been resistant to low temperatures, though that never came up much. I think it might have been relevant during his fight with Geten, but here Shoto just froze his ass solid. Honestly, back when it was first revealed, I thought it's just more fire on Dabi's end with a heaping of the power of hate. I don't hate it that it is ice (it makes logical sense), but it feels like it makes the whole conflict lesser (and kind of like it tries to validate early Endeavor's bullish and abusive training methods, because turns out being beaten into next week does work. Then again, that's basically what the Training Camp trainings were for like half a class...)

All family members with white hair have ice quirks. However it was refuted or dismissed as proof when Natsuo himself has an ice quirk despite having a build like Endeavor and named after Summer.

Horis been really good about having minor scenes that turn out to be important foreshadowing but could easily be dismissed. Heck he could even do what others do and reread/watch his work to remember if he put those in. If he doesn’t have an outline for these things to begin with.

By default that means he inherited an ice quirk himself in some form when every member in the family with white hair has an Ice Quirk, and every member with red hair has a fire quirk.
Nevermind the fact the anime leaves out plenty of things that are made extremely relevant later, like the Orphanage showing Overhaul was in the same one Toya was at, and there’s pretty much no way to connect that to the anime.
