Julia is full native american I believe, but she's also adopted.
It's not clear who her original parents were.
Edit: They also seem to be playing her as younger too. I thought she was in her early twenties.

I don't think there's any information on Julia's biological parents except that she was abandoned at a Native American settlement, and given how wishywashy Japanese developers like to be on this sort of topic she's probably whatever you'd prefer her to be ethnically.
Okay so she was abandoned by birth with her origins unknown & ended up being raised by a couple comprised of a Native American woman & a guy from Hong Kong.

Michelle, the Native American/Chinese woman, is her mom and was playable in 1 and 2, but the Tekken 3 timeskip happened and we can't have women older than 25 playable so she was retired in favor of her adopted daughter Julia, who's parentage is unknown.

Well, now we finally know the real reason why Neagen's in Tekken 7. He literally forced Harada to put him in.
The storm has now resided, the wolf now rests.Also it should be noted that TTT 2 is highly uncanon. So as far as character goes Jaycee didnt exist.

It's not very often you can say a character's direction is literally all over the map.
You know, playing Ace Combat 5 and 7 recently has made me realise exactly what they were going for with Tekken 7's story framing device. It's trying to be Ace Combat. Same framing device of a journalist (Or civilian) investigating the event the playable characters take part in from the outside, the same emphasis on still images, focus on the horrors of war, even the same kind of dialogue and voice acting.
A corpse should be left well enough alone...If that's the case, then they really didn't have to replicate the same voice acting. As far I'm concern the narrator's voice acting is the dealbreaker.

Growing up, it's like a civil war, don't turn away, it's something you can't ignore...Its either 7 or TTT 2. The last few games knock the rest out of the water gameplay wise.

Yes. Her mom might be Native American/Chinese to explain the "Chang" but I don't think they've ever elaborated on that, and they're not biologically related.
