That sounds incredibly unlikely and it's hard for me to imagine how anyone would think that.

Disney Channel had a schedule shuffle, Olaf got pushed off, they needed some way to release it (because it was pre-Disney+) and so they just stuck it in front of their next high profile animated movie. If Moana and Coco had been switched in the release schedule, it probably would have been put on Moana and Coco would likely have done slightly better and Moana would have done slightly worse.

Olaf's Frozen Adventure was already scheduled to release (and aired) on ABC, a "free" over-the-air television network owned by Disney, on November 27, 2017. This press release confirmed it was considered as early as October. No mention of Coco getting the surprise TV special at the time.
That's how I heard about it, so I was baffled learning Disney was going to shove a 22 minute special in front of a movie. Disney teased Prep & Landing, another made-for-broadcast holiday special with only a few minutes prior.

New theme music also a boxHuh, looks like the entire cast is different here; I mean yeah, obviously Teddy was going to have to be recast but it seems to be that nobody from the other films returned, apparently Zachary Levi voices Larry here? Why wouldn't they bring back Ben Stiller, especially since it doesn't seem like Larry has too much of a role in this one so it probably wouldn't be a huge time commitment?
The rest of it looks okay though. That last Joan of Arc bit had me rolling.

It's almost certainly just because Stiller isn't under contract anymore and they're doing this movie on the (more or less) cheap. It's way cheaper to recast everyone instead of pulling in a ton of huge actors to do voice acting for a...pretty clearly middle to low budget movie.
