The Death Note picture has narrow, glowing red eyes, dark lighting, and an overall sense of malice. Compare this picture of Mr. Burns◊ - again, ominously underlit with a clearly malicious expression.
Now contrast our current Shion picture, with its wide eyes, upturned eyebrows, and Thousand-Yard Stare. That's not malice, that's someone who just took leave of reality and can react in no other way than to laugh.
They're quite different expressions, no?

I think the laughing character themselves should be instantly recognisable as evil, which is why I suggest one like this◊.

To take a very different approach, how about a ''Firefly'' reference◊? It has the advantage of actually implying an evil act: the "sudden but inevitable betrayal".

The Internet misuses, abuses, and overuses everything.I like devil Tim Curry, Jafar, and especially red-eyed Light. All of those images show the "evil" part very well by using common tropes for malice or Obviously Evil characters.
As for whether there's a difference between Evil Laugh and Laughing Mad, I think the current picture of the Joker on Laughing Mad wouldn't work on Evil Laugh, since there's no implied evil in it.
