This was supposed to be specifically about fictional (and more often then not innaccurate) portrayals of the Moscow–Washington hotline. That is why it is talking about Soviets. Anything else is misuse. However, the generic name doesn't help.
It looks like it should have its definition expanded to fit the use.
BTW, Bat Phone is a preexisting term used outside of the Batman franchise. It would make a good redirect for this.

Sounds like it. A phone dedicated to a single purpose for use in emergencies.

Tiny stub of a description that doesn't seem to relate at all to the examples, which there aren't many of. It's impossible to tell what trope this is supposed to be.
