Trust no one.You act like it's impossible to do an epic, self-contained story. There's nothing wrong with introducing a villain and also defeating them at the same time as long as its done well. I mean heck, Galactus was introduced and defeated for the first time over the course of three comics, which is about movie length.
As for the Silver Surfer casting, I think that's a good choice for a Gender Flip. The Surfer is iconic enough that most people have heard of him, but weird enough that most people also probably know next to nothing about him.
I wonder if they're going the route the '90s cartoon and have it so the team gets their powers from the Silver Surfer.
While Silver Surfer is pretty much a given considering this is the Fantastic Four, having Shalla-Bal be the Surfer instead of Norrin Radd is surprising given her absence in the comics.
That first arc barely scratches the surface of Galactus. Yeah, the character was a one-note threat disposed of surprisingly easy in his first appearance. The same is true of most villains. In Magneto's first appearance, he was a cackling troll who fucked up test rockets for lulz and then ran off giggling. I don't think anyone's clamoring for that movie.
So. No. I don't think a film that has to introduce the Fantastic Four for the first time, explore and develop their family dynamic for a new audience, and also examine the depth and complexity of the Silver Surfer and his/her/their macabre duty will also have space to properly explore the magnitude and horror that is Galactus.
Galactus deserves better than to be squeezed into the last five minutes for a Super Easy Barely An Inconvenience death.

While Galactus can be a suitable Avengers antagonist, he's also perfectly serviceable as a one-off Fanrastic Four antagonist. Thats kinda what the Fantastic Four do. The characters can always come back later to show their depths.
Either way, he likely isn't getting more than one movie of screentime unless he has a returning role. Same for the Silver Surfer.

Wouldn’t it be a surprise to casual audiences if there was a Fantastic Four movie where the Silver Surfer was an ally and then at the end went to meet Galactus to say “you’ve got to see this delicious planet I happened to find”
Aside from that, you could do Galactus as a one movie thing if you play it like some later Galactus stories where coming and threatening to eat Earth is just a pretext for some other problem
