Combining the first two would be really tough to wangle without having a Boring Invincible Villain, but throwing in a "Groundhog Day" Loop would certainly help. (Not that I've actually seen Higurashi...)
Hail Martin Septim!No Groundhog Day Loops. Death Note and Minority Report - a mixture of the film and literary continuities of both - are central, with Higurashi not joining in until after the setting is established. The plot of Death Note is essentially nothing more than Light and L trying to outthink each other; adding Minority Report into the mixture does nothing more than to give both sides another tool to play with, and a particularly potent one in that setting (Death Notes control how a person will die provided you know their name and face; precogs predict a person's death and provide the target's name and anyone who happens to be nearby), and escalates the Thirty Xanatos Pile Up factor further (making the early appearances of the CIA into a bigger deal by putting them into conflict with the Japanese police as well as Kira).
For instance, unrecognised precogs will be dreaming of Kira's murders a few days before they occur, almost certainly leading to a number of them turning themselves in...
This would send the original plot Off the Rails rather quickly, since Light can't use the original trick he pulled with Ray Penber without being caught, leading to an even more prolonged duel, possibly a bit slower-paced, between the two than in the original story. At the time he dies in the manga and wins Pyrrhically in the film, L is still very much alive but still very much preoccupied with trying to catch Kira.
Higurashi, for reference, ultimately involves a terrorist conspiracy to develop biochemical weaponry using a small village as its unwilling test subjects and then wiping them out; the chief researcher does not learn how his research is being used until it's too late for him, and only one or two survivors of the village remain alive after the fact. Sound familiar? In this case, though, the conspiracy is hijacked by a middle-manager who thinks she can ascend to godhood by causing the worst disaster in human history, making for what sounds to me like an effective foil for both L and Light; L, however, is still busy dealing with Kira, so who better to send than his anticipated successors? And how convenient for Near and Mello that the Hinamizawa investigation is already tied up by conflicts of interest between regional law enforcement and the local Yakuza...
Basically, I think the combined facets of all three settings make for some very interesting aspects to explore.

Unfortunately he doesn't know her real name and tries to find it out. Near guesses Light's plan and tries to keep Miley's name secret.

Another one where Scoripion steals Kratos’ stuff, Meta Knight merges with Date Masamune, and they join up with a blue-shelled koopa and a very out-of-place [WH 40 K techpriest]] and proceed to try and conquer the multiverse a'la Makai Kingdom. With BecNoir riding atop the Green Drake as the Last boss of the internet.
