Unless that mentality is a product of him having the full control of the Gillitie's trees and he felt the Court tampering with the system but didn't quite see the full picture.

Spiral out, keep going.As to why Loup seems to be, according to Annie, so much less compared to Ysengrin and Coyote...that also makes sense. It's possible that the Fusion Dance created a personality that is an intersection between Ysengrin and Coyote's personalities. A Venn Diagram of sorts.
Loup is essentially what Coyote and Ysengrin had in common. And chief on that (short) list of traits is contempt for Ysengrin.

Re: Annie's hair, I noticed the length, but I assumed it was because of her etherial activities, especially when she went into fire-elemental form, affecting her physical body.

Could very well be both. Loup is perfectly capable of having multiple perspectives, even if he's not omniscient per se. Even if the rest of the forest is frozen in time, he was able to fake Annie's death (or whatever) while talking to her; who knows what else he's gotten up to in the meantime?
Loup appears to have exasperated Annie into doing what he wants.
