Given the suspiciously similar details both Howard and Carl from Terminator: Dark Fate have, it's almost easy to link the two together. After killing John Connor and developing a conscience, he had taken to a Denser and Wackier persona in an attempt to cope with it, which slowly faded out over the 20 year span. In Dark Fate he states that he had 'saved' his family from an abusive boyfriend - no doubt, he was probably talking about the condescending Jerkass Ted. The only real things that clash with the theory is that Howard is a mattress salesman, while Carl is a draper - not to mention the name changes. They may have been on the run for a while, given that Sarah Connor is going around hunting more Terminators sent back in time thanks to his encrypted messages - and if she were to find out that he sends said messages, he'd be at serious risk. Hence, Carl's off the grid. Of course they would change their names legally, since eventually he hears about the Rev-9 going to his coordinates and thus, he has to send his family off to safety to combat the new threat.
Oh, and this may be a bit on the nose here, but...Turbo Man? Terminator? Same initial!
