Tom enlists Ben's help for his new business. As they meet with various local businesses, Tom is frustrated that not only do none of them want to invest in or advertise his business, but also every single one of them offers Ben a job, despite him having already gotten one at Barney Varmn's accounting firm.

April wants to open a dog park, but the best available location is Lot 48 - the same site Leslie wants for her park. Leslie suggests April find a new location, but they are all clearly not suitable. April ultimately resorts to getting Councilman Jamm's vote to place her dog at Lot 48, angering Leslie. Leslie tries to distract April from her work by taking her to her friend Orin's Human Farm performance art show, but April sees through it.

Andy's computer is missing, and he thinks it's a test for his deduction skills, as he is planning on becoming a police officer. Chris informs him that it's a real theft, but Andy is frustrated that the police don't consider it a serious crime. Chris offers Andy a job as nighttime security for City Hall.

At the council meeting, April takes the stand to propose her idea for a dog park on Lot 48. Before she can even get a sentence out, Jamm swoops in and says that parks are stupid, and instead suggests that the lot should the location for where a new Paunch Burger, Pawnee's favorite fast-food restaurant, can be built. Leslie and April reconcile and the two come up with a plan to curtail Jamm by protesting in front of his house with a bunch of dogs and their owners by using his front lawn as a "dog park". Jamm relents and agrees to postpone any vote for 90 days.

Frustrated with his lack of luck, Tom almost decides to not start his business until Ben convinces him to stick with his dream. Ben then decides to quit the accounting job so he can do something he loves and pursue one of the other job offers he'd gotten.

Tropes

  • The Cameo: Vice President Joe Biden appears.
  • Dude, Not Funny!: Ben makes a few jokes about the Sweetums molasses flood very slowly flooding a few houses, and is then coldly informed people died. Incidentally, in the real event this is referencing, it turned out "molasses in January" can reach speeds of thirty-five miles an hour (and yes, people died).
  • Explain, Explain... Oh, Crap!: Ben, over the closing credits, when he realizes the financial security he's given up by turning down the accounting job.
  • Inadvertent Entrance Cue: Trying to reconcile Leslie and April, Ron reminds them that they are colleagues and as such they are to treat each other with civility and respect. Enter Jerry...
  • Irony: April starts acting like Leslie in her efforts to get Lot 48 turned into a dog park, forcing Leslie to turn to Ron for advice on how to stop her the same way Ron would impede Leslie's past projects.
  • Jerkass: Councilman Jamm promises April that he will vote for her dog park, only to turn against her and approve the site for a restaurant.
  • Politician Guest-Star: This episode features Vice President of the United States Joe Biden.
  • Running Gag: Ben taking an accounting job from Barney and immediately quitting.
