We find Jefferson Pierce like never before, in the hands of the ASA with his wife Lynn as Agent Odell tightens his grip on the Pierce family, leaving Jennifer abandoned and Freeland without Black Lightning and Thunder. But Anissa secretly defies Odell in her alter ego as Blackbird with the able tactical and technical support of Gambi.

  • Complaining About Rescues They Don't Like: Anissa punches a guy to shut him up as she's getting the people out of Freeland.

  • He Knows Too Much: Odell poisons Issa after he has questioned Tobias and thus found out about the US government (including the POTUS) being directly involved in Proctor's supposed rogue operation.
  • Knight Templar: Commander Carson Williams is an absolutely ruthless individual who rounds a whole lot of meta children in cages, puts a curfew on Freeland and even directly threatens Henderson, all in the name of serving his country.
  • La Résistance: Gambi and Anissa keep busting out Green Light children before they are being locked into cages, at first bringing them to Reverend Holt's church, later somewhere else.
  • The Reveal: Proctor wasn't a Rogue Agent — his operation was sanctioned by Odell, who in turn took his orders directly from POTUS. He was merely made The Scapegoat.
  • Ripped from the Headlines: Children being seperated from their parents and put in concentration camps? Why does that sound familiar?

  • Screw the Rules, I'm Doing What's Right!: Reverend Holt, when interviewed, remarks that "breaking the law" isn't something bad in and on itself, mentioning Jim Crow Laws as an example.
  • Took a Level in Badass: Jefferson's powers have evolved while he is in custody, as he is now able to see through walls without his suit.
  • Underground Railroad: Gambi, Anissa and Reverend Holt hide Green Light children and other Metas in the latter's church, before sneaking them out of the city to safety.
  • Vigilante Woman: Anissa has fully embraced her second identity, the "Blackbird".
  • You See, I'm Dying: Tobias Whale is dying due to rapidly aging in prison after being deprived of his serum.
