Roger moved out of the house after an argument with Stan and is replaced with Andy Dick. Meanwhile, Steve is chosen to do the morning announcements, but lets the position go to his head.

Tropes:

• Arson, Murder, and Jaywalking: Mixed with Been There, Shaped History; Roger's past crimes include protesting the desegregation of schools in the South, getting Captain Joseph Hazelwood of the Exxon Valdez drunk prior to its oil spill, and designing Jar Jar Binks for George Lucas.
• Blatant Lies: Roger tries to explain why he, dressed as a safari guide and Stan with tiny legs, are in Area 51. While he normally can lie out of anything, the Area 51 scientist isn't fooled.
  Roger: I'm safari man Hubert LeGrange and this is my sidekick Wheelbarrow Tim, AKA Babylegs O'Hurlihan.
• Get Out!: After everyone goes mad from doing the announcements, Principal Lewis decides they're not doing them anymore and tells everyone to just get out.
• Gilligan Cut:
  • Steve tries to warn Snot about the power of the microphone, but Snot reassures his friend that no announcements are gonna change him. One cut later:
    Snot: (to Barry and Toshi) I DO THE ANNOUNCEMENTS!!! I AM THE SECOND COMING!!! I SPEAK FOR GOD NOW!!! (begins flailing his arms and speaking in tongues)
  • Roger insults his new roommate's mother, immediately cutting to him outside the apartment with door being slammed on him.
    Roger (Holding a picture of an older, obese woman) Whoa, who is this dog?! Is this so we don't get boners in the common area?
    Miles: That's my mother.
    Roger: Ugh! I wouldn't even do coke off this picture. Oh who am I kidding? I would and I'm about to.
• Is This Thing Still On?: Steve manages to get Zach off the morning announcements with this, then everyone else goes mad with power while it's still on. Principal Lewis even casually admits to a whole slew of crimes from when he lived in Peru (including drug trafficking, drug abuse, criminal conspiracy, human trafficking, and child molestation) before his secretary tells him the mic is still on.
  Lewis: Oh, fuck me...
• Suspiciously Similar Substitute: Stan takes on Andy Dick as his new tenant after Roger leaves, clearly missing the chaos Roger creates. Roger and Francine realize this, but Stan denies it before finally admitting it to Roger after the latter saves his life in Area 51.
• Take That!: Andy Dick is taken down hard, as he is shown to be a sexual deviant, an alcoholic, a drug addict and a violent criminal all rolled into a Manchild.
• With Great Power Comes Great Insanity: The allure of doing the morning announcements has an extremely adverse effect on everyone who does them. Barry manages to fall to its power in record time.
  Barry: (after spending several seconds calmly preparing to speak) YOU FUCKING FUCKERS ARE GONNA DO WHAT I SAY OR I WILL PUT MY GODDAMN FOOT SO FAR UP YOUR ASSHOLES YOU WILL RUE THE DAY YOU CRAWLED OUT OF YOUR MOTHER'S TWAT!!!
  Principal Lewis: BARRY!
  Barry: (crying) I made a swear.
