  • Katniss's Rousing Speech in District 2, doubling as a Heartwarming Moment (slightly reminiscent of V for Vendetta's "Bloody Hell, stand down! Stand down!" moment).
    "These people are not your enemy! We all have one enemy, and it’s the Capitol!"
  • Commander Paylor's Rousing Speech to rally for the attack on the Capitol, not to mention her managing to actually outdo President Coin during the planning for the takeover of District 2. From her speech alone, it's shown that she's a lot more reasonable leader than Coin, and the people knows it. And in the end, she is elected Panem's new president, replacing Coin's short-lived reign.
  • The Leeg sisters' Heroic Sacrifice to remind behind and shoot some soldiers to make it look like that Katniss also stays behind, before the Capitol bombs the building they are in. It gives the Star Squad much needed time to sneak through the sewers, even if the Capitol quickly discovers them again.
  • Finnick fighting off the Mutts that are attacking Katniss and Peeta, because if he's going down. he's going down fighting (in a combination of Last Stand and Defiant to the End).
  • Same with Gale, who probably takes down the most Mutts, in close quarters, after Finnick.
  • Cressida for showing that she's clearly more than just a cinematographer; handling herself very well, fighting THROUGH the horde of Mutts to catch up with the group and ultimately lead them to safety with Tigress.
    • Pollux too, willingly choosing to use his traumatic time working underground (without seeing the sun) for five years to lead the Squad undetected to Snow's mansion.
  • Peeta somehow managing to recover from the hijacking. Almost more impressive than in the books, because in the movie he doesn't seem to get the extensive treatments he gets in the book.
  • Katniss and Haymitch seeing through Coin's agenda and acting on it. The look they share when they both vote in favour of the final Hunger Games says a lot. Then of course there's Katniss executing the "wrong" president. Well played, Miss Everdeen.
  • There's something to be said for Prim's last scene. At age fourteen, she voluntarily goes into a warzone to give medical aid, not just to the rebels but to wounded Capitol citizens as well.
  • A small moment, but there's the fact that Enobaria is suddenly revealed to be one of the surviving Victors left at the end to participate in the discussion to hold the final Hunger Games. In the book, it's not a surprise, because she's among those rescued by District 13 from the Capitol. However, in the film adaptations, she's absent in the first film as well as much of the second until the aforementioned discussion scene, which could only mean two things: she dies offscreen during the 75th Hunger Games, or that she continues to be held and tortured in the Capitol until the end of the war. Since she survives, that means the latter theory is true. Repeat, she endures the Capitol's torture the longest and manages to be relatively sane after that.note 
  • Plutarch Heavensbee managing to not only see through President Coin's actions, but also managing to arrange things such that Katniss could kill her, with nearly no one else the wiser.
    • President Snow deserves props for that too. While he did not initially see it coming, he was able to dissect what had gone down and explain it to Katniss in a way she could not deny, while empathizing with her loss of her sister... All by reminding her that he promised not to lie to her. It's implied that all this motivated Katniss not only to shoot Coin in front of everyone but let Panem citizens deal with Snow themselves. This underscores what his final actions in the movie became: to be the leader Panem needed at that exact point in time, and to have the will to die and to keep the Capitol and district children from repeating the Hunger Games. A cycle he helped to create was finished for good at his hands.
  • A very understated moment for Mrs. Everdeen comes near the end. In Annie's letter to Katniss and the others, it is mentioned that Katniss and Prim's mother has stayed in the Capitol to train new medics. Keep in mind, after the death of her husband Mrs. Everdeen went catatonic for a while and left the burden of caring for the family on Katniss. However, this time around after the death of her youngest child, does this poor woman, who has already lost so much, give up and withdraw from the world again? Hell no. She's grown strong enough to bear the loss and even to contribute to the new world's restoration.
