Aside from the management, the interns and Monty, Lyla is the only agent of OWCA to be human, despite it being implied that the agents are exclusively animals (with Monty presumably being an exception due to his relation to Monogram). In Agent Doof and the OWCA Files, Doof is allowed to be an agent because he was raised by Ocelots in his youth, and thus is technically considered an Ocelot.
Therefore one can consider that Lyla was ''also'' abandoned by her parents, or perhaps orphaned as a child, and raised by animals, thus being technically considered a member of whichever species adopted her, like Doof is.
This is further hinted at when in her cameo in Just Our Luck, she notes that she is the only girl at Agent Con, but never points out she's also the only human, perhaps even ''she'' considers herself a member of her adoptive species, not her birth one.
