Little progress was made because they literally had no game engine to work on for three years AND got the team making it pulled in to work on FFXIII and XIV. They made great strides once they did. Either way, this whole thing is very much not indicative of the full story and it also wasn't that Tabata who suggested not cancelling it anyway. He just said he didn't think the development could continue as it was when Yoichi Wada asked him. And even that is suspect as we only have Tabata's word on it and if you look through his interviews, he tends to contradict himself a lot.
