While the Fire Nation has made more serious efforts on occasion, the city has been under more or less constant siege for a very long time, which is why it's completely self sufficient (having a large agrarian zone inside the wall capable of supporting the entire city). This is additionally supported by the presence of Fire Navy ships in territorial waters near the city, implying that outside the city itself the Fire Nation essentially has free reign.
