Picking up his favorite prostitute, he verbally abuses the woman on the trip to their hiding spot, threatens her daughter to keep her quiet, and can even knock her out when he's done with her. Upon killing him, Franklin states he doesn't even feel bad about it.

** [[DirtyCop Officers]] [[BigBad Tenpenny]] and [[TheDragon Pulaski]] are a duo of corrupt officers, who are the source of CJ's problems and that of his friends and family. They work alongside the Ballas, and orchestrate an attempt to kill Sweet that inadvertently gets Beverly Johnson killed. They threaten to frame CJ for the murder of a cop who tried to expose them, in order to get CJ to do their dirty work; later resorting to having Sweet's life threatened in prison. This dirty work includes having CJ destroy evidence against their corruption, and kill witnesses and investigators against them.
*** What puts Pulaski even further on this trope is that [[spoiler:prior to his death, he proudly taunted CJ by making jokes about him and Tenpenny watching his sister and her boyfriend together making love, asking if he could have sex with said sister, and even insulting CJ's mom by not only making fun of her appearance after her inadvertent death, even joked about the guys ''mocking around with her corpse''. All of that made the final cutscene where CJ finally hits the nail on the coffin with a brutal stomp on the would-be cop's head all the more satisfying]].

Considering that he's a monstrous, [[{{Hypocrite}} hypocritical]], {{sadist}}ic, disgusting DirtyCop who uses his police badge, his influence, and his connections to corrupt everyone around him and advance his selfish and criminal interests, it's clear that Tenpenny was meant to receive as much hatred and revulsion from players as possible. It certainly doesn't help that Tenpenny comes too close to the kind of corrupt individuals [[invoked]] [[RealismInducedHorror that can very well be found in real life]].
** Tenpenny's
[[TheDragon Pulaski]] are Dragon]], Pulaski. Just as big a duo of corrupt officers, who are the source of CJ's problems scumbag as Tenpenny, minus his coolness and that of his friends and family. They work alongside the Ballas, and orchestrate an attempt to kill Sweet that inadvertently gets Beverly Johnson killed. They threaten to frame CJ for the murder of a cop who tried to expose them, in order to get CJ to do their dirty work; later resorting to having Sweet's life threatened in prison. Throughout all of his appearances he displays himself as an [[{{Manchild}} annoying, whiny brat]] with [[SmallNameBigEgo delusions of grandeur]], who somehow thinks he can make a career as a rapper despite being utterly devoid of [[HighHopesZeroTalent any semblance of talent]] and having the [[BrattyHalfPint personality of sour milk]]. First, he coaxes CJ into commiting several outrageous crimes [[UngratefulBastard without even rewarding him anyhow]]. First, he tells CJ to ruin the party at the beach by stealing a van with the sound system in it. Then, on Loc's behalf, CJ massacres a manor full of guards to steal Madd Dogg's rhyme book and assassinates Dogg's manager by [[KillItWithWater drowning him]] with his mistress in their car. All this ruins Dogg's career, and he almost commits suicide in the process. After Dogg's entire works is in shambles, Loc bastardizes Dogg's lyrics with his atrocius music and finally proves be a DirtyCoward when CJ and Dogg decide to get back at him.

In that same ending, Dimitri betrays and kills his new partner Jimmy Pegorino to take his shares from their deal.

At first he's pretty passive, ripping Franklin and Michael, and Trevor after several jobs, and trying to shut down Michael and Solomon's movie. [[spoiler:He only gets worse when he sends Merryweather to Michael's family out of spite, and later tries to get Franklin to kill him, blaming him for ruining his business. Thankfully, you can TakeAThirdOption by having him killed, and the protagonists [[KarmaHoudini face no repercussions]] as the FIB simply lists him as "missing" and his former allies are [[AndThereWasMuchRejoicing grateful that he's gone]]]].
** [[DirtyCop Steve Haines]], the games other main antagonist, is a corrupt FIB Agent, making Michael, Franklin and Trevor do his dirty work, acting generally arrogant, controlling and obnoxious throughout the game. At one point he tries to throttle Michael because he stood up to him, and later has Trevor torture an innocent man before ordering said man killed. [[spoiler:When their [[YouHaveOutlivedYourUsefulness usefulness wears out]] and his corruption comes to light, he attempts to frame Michael for his operations, and tries to strong arm Franklin into killing Trevor to tie loose ends.]] [[spoiler:Thankfully, you can TakeAThirdOption by having him killed, and the protagonists [[KarmaHoudini face no repercussions]] as his former allies are grateful that he's gone and the FIB doesn't care much either]].

She constantly berates Toni for not being fearless like his father and even though Tony proved to Ma countless times that he is capable of handling problems all by himself (including [[spoiler:butchering poor Casa and selling his remains to meat shop]]) she still disowns him. Her despicable attitude reaches extreme levels when she decides to call a hit on ''her own son'', wanting Toni to die like a "real man". [[HeelFaceTurn On the bright side]], when Toni becomes a made man she calls the hit off and is never seen nor heard from ever again.

She would also constantly abuse and belittle CJ throughout their one-sided relationship over incredibly petty reasons, [[NeverMyFault even blaming him for some of her own mistakes]]. When she hooks up with Claude, she would constantly call CJ whilst having sex with the former, for no reason other than to annoy him.
