He's the reason why Richard decided to initate a coup to militarize the entire country of Liberl, he's the reason why Olivert decided to form the third way to minimize the fallout that he's causing, and he's the reason why Jurai, Crossbell, [[spoiler:and North Ambria]] are under Erebonian rule.

** Despite being perfectly willing to ally himself with Ouroboros, he does have a very strong case against Erebonia's ruling nobles, who are trying to hold on to all the power while the common people are in much the same circumstances as they've been in for centuries when every ''other'' nation on the continent is seeing a massive movement toward more significant wealth and quality-of-life equality, which does not escape the notice of the common people of the Empire. Most of his reforms are aimed at improving conditions for the bulk of Erebonia's population. He's just not too concerned if a few citizens get harmed along the way, or about the people whose countries get taken over. [[spoiler:Enough that in the epilogue of ''Cold Steel IV'', Jurai ''doesn't'' want to leave from the Erebonian empire after being with them for ten long years and wants to remain as a Special Economic Zone. This is despite the fact that Crossbell ended up being free from Erebonian rule (though it was less of liberation and more of "giving it up willingly".]]

* NotSoDifferentRemark: [[spoiler:Osborne tells Rean that they both have a habit of sacrificing themselves for the greater good. However, he tells Rean to overcome this habit and live for the sake of his friends instead.]]

* NotSoDifferent: Ultimately, he and Rean have a lot of things in common. This is later lampshaded [[spoiler:with the two of them talking at the boundary between life and the beyond where they both have no issues about sacrificing themselves first before anyone else. * GreaterScopeVillain: He's already been establishing himself as a major power ever since ''Sky First Chapter'' where the first BigBad of that game attempted a coup because of Erebonia becoming way too huge in its military power. And then there's the Crossbell arc where he conquers the place at the end of ''Ao''. He then becomes the proper BigBad of ''Cold Steel III''.

** He also gets one such moment during the trade conference in ''Ao''. The other leaders, Prince Olivert in particular, are disgusted when he gives the jaeger corps Red Constellation permission to kill the terrorists attacking the trade conference. Though as he explains, if they did get arrested by the proper authorities and deported back to their home countries, they would be facing either a life sentence or the death penalty for their crimes. As Osborne puts it, might as well cut to the chase and kill them now.
