Overarching Villain is now a disambig.

* OverarchingVillain: His presence and influence throughout the series is felt by the characters. He's the reason why Richard decided to initate a coup to militarize the entire country of Liberl, he's the reason why Olivert decided to form the third way to minimize the fallout that he's causing, and he's the reason why Jurai, Crossbell, [[spoiler:and North Ambria]] are under Erebonian rule.

** Despite being perfectly willing to ally himself with Ouroboros, he does have a very strong case against Erebonia's ruling nobles, who are trying to hold on to all the power while the common people are in much the same circumstances as they've been in for centuries when every ''other'' nation on the continent is seeing a massive movement toward more significant wealth and quality-of-life equality, which does not escape the notice of the common people of the Empire. Most of his reforms are aimed at improving conditions for the bulk of Erebonia's population. He's just not too concerned if a few citizens get harmed along the way, or about the people whose countries get taken over. [[spoiler:Enough that in the epilogue of ''Cold Steel IV'', Jurai ''doesn't'' want to leave from the Erebonian empire after being with them for ten long years and wants to remain as a Special Economic Zone. ** While his annexations of foreign lands is a huge factor to his reputation as EvilChancellor, some of
the areas he absorbs into Erebonia do benefit from joining the empire. Jurai, for instance, was a PortTown whose ports were destroyed in a typhoon, leading to a rise in poverty. With the exception of Crow's grandfather, all of Jurai's leaders supported the annexation because of all the tax revenue they would gain from new trade. [[spoiler:The epilogue of ''Cold Steel IV'', IV'' even reveals that despite talks of giving Jurai ''doesn't'' back its independence, some of its citizens want to leave from the Erebonian empire after being with them for ten long years and wants to remain as a Special Economic Zone. North Ambria is in a similar situation, as the country has been poverty stricken since the Salt Pale disaster, which was more than twenty years before the events of ''Cold Steel''. Before it joined the empire, its economy depended on a jaeger corps called the Northern Jaegers, which was responsible for atrocities like the arson of Celdic. After joining Erebonia, the corps disbanded, and new trade came in to revitalize the economy, so the region was no longer dependent on jaegers. A conversation between Rean and Valery in ''Cold Steel III'' reveals that Crossbell ended up being free from Erebonian rule (though it was less unlike the citizens of liberation and Crossbell, the people of North Ambria were much more open to the idea of "giving it up willingly".]]joining the empire, implied to be because [[GrimUpNorth life was just that horrible beforehand]].
