No! Magic is already here, it's just hibernating in the bodies of The Chosen Ones and can only be awoken when the entire population is at peace with each other and calls on nature's magic!

Why do I get the feeling that after the initial worldwide shock wears off, people will go back to living not much differently?
"Magic" throughout time has just been a label for not understanding how someone did something. We live in a World of Weirdness, where things can go from Slice of Life to Freakier Than Fiction at the drop of a hat. So to save on sanity, most societies dumb down the weirdness into a believable narrative. Of course, this being the information age & all means we have all sorts of publications that document the wide range of the strange (the Fortean Times for example); so it should come as no surprise that there exist websites that offer to teach "magic" in many different flavors, like Enochian
or even Obeah. Because when has not understanding something ever been an obstacle to teaching others?
At the heart of the world...
As a race, we have access to natural, passive magic that can influence the world around us in smaller ways.
It's like an AT Field (without the whole revert to LCL thing); its effect on its own is pitifully tiny, but if we were able to amplify it to a more noticable degree, we could have magic. It could also be noted that more spiritually intuned people like monks, priests, and philosophers have more of a grasp on this magic, but it's usually misinterpreted as something else, like some precognition for an important decision being interpreted as a revelation from a higher deity. (Not dissing on religion here)

Magic is intuitive, and it there for anyone to tap into. It's psionics or whatever you want to call it. It doesn't have to be magic. AT fields whatever. The point is humans project a reality warping field that slowly extends over time depending on whether or not you use it very often. It's something you can even do by accident, but given proper direction anyone can use magic to achieve anything. Use it combatively or selfishly, whatever it doesn't matter. It's just energy waiting there for you to move it somewhere else AND I SWEAR WE HAD THIS CONVERSATION BEFORE.

Well, it's still scientifically-explained magic, which might not really make it magic.
We all living in a world of political tensions and wars and plots and schemes while magic is slowly awaking from a long sleep and a lot of stuff longly regarded as fictional will disrupt our cynical and overrational modern world establishing a frightening fantasy modern post-diesel-punk-esque world.
