Tons of obscure Cult Movies and/or BMovies. Equinox would probably be on a lot.
Double features where you'd see the original version of a film and a later remake. Or as a variation, it could be multiple film adaptations of the same work - There could be a triple feature of The Last Man on Earth, The Omega Man and I Am Legend for instance.
Various stuff from The Prelinger Archives - mainly the kind of advertising or educational shorts that Mystery Science Theater 3000 would riff on. Given both of the above, actually showing MST 3 K would an obvious choice, but I feel like perhaps I wouldn't because I'd want viewers riffing on things on their own.
Music videos: More specifically I'd want one show highlighting videos by local artists, amd an another dedicated to the many SurrealMusicVideos of the 80's.

Original programming:
This is the kind of thing that tons of public access type channels do, but I would want to have a show that was mainly in-studio performances by different good, but not nationally known musicians - I imagine it'd be two bands/artist per show, with each playing three or four songs bookended by short interview segments.
Found Notes (for lack of a better title). This is sort of inspired by Found Magazine, and maybe we'd make it an official tie-in - Viewers would send in various notes they found lying around, and we would have these narrated over a mixture of images of the note itself and animation or still, drawn pictures illustrating the content in some way. To keep it interesting (and because of the fact that the tone could go all over the place from piece to piece), I would want each note to have a different narrator and a different illustrator/animator. Not every narrator would necessarily be someone famous, but some must-haves for vocal talent would include Morgan Freeman and Tom Waits. I feel this would work best as a series of shorts airing between content, but maybe it could be 15 minute "episodes" with two or three pieces each.
Mike K Talks To Crazy People (also definitely in need of a better title). I sort of feel like every time I take public transportation, I just naturally encounter strangers who want to bounce their odd stories / theories about life at me. For example: a guy who told me about how he knew someone as a kid who went into a trance and went on to predict the OJ Simpson trial, the accident that paralyzed Christopher Reeve, and the Waco siege. So this would be like that, except with a camera rolling. These would kind of be more "conversations" than "interviews", and much like how things happen without a camera present, there'd be short questions and very long answers. I don't want to frame this as a Point-and-Laugh Show at all, by the way.

I like this one particularly, particularly as you've got a mix of original and non-original programming. Also like the music programming ideas and showing all the obscure/Prelinger Archive stuff as well... and your other ideas are fairly interesting.
Also like the fact that some are almost as crazy as me (24-hour test card extravaganzas? A channel showing nothing but 4:3 programming for old tellies?)
I would have people vote on what cartoons should air every Friday. The other days would be reruns of Adventure Time, Amazing World of Gumball, and all those popular CN shows.
