If this can be extended to techniques rather than outright damaging moves, Toxic Spikes from Pokemon. Against the right team, it's the game's ultimate expression of Video Game Cruelty Potential. I savour watching the entire opposing team suffer as they succumb to the ever-damaging poison, especially annoying Stone Wall Pokemon such as Blissey (which even comes with an ability that works against it with regards to Toxic Spikes).
Ultima from Final Fantasy is really cool. A giant magical explosion, what's not to love?
Also have to mention Castlevania's Vampire Killer, the reason why I love the Whip It Good trope.

For fighting game attacks, all of Dormammu's supers from Marvel Vs Capcom 3 are pretty awesome. Chaotic Flame is fast and damage, Stalker Flare deals massive chip damage and delays opponents, and Dark Dimension just looks fucking awesome to land. His normals and specials are pretty cool too; I especially like his Liberation with one power of the Creator and two powers of Destructor, because it just releases a massive spike of flame and then slams them with meteors.

Fight. Struggle. Endure. Suffer. LIVE.- Ubercharge and Buff Banner. Not attacks per se, but they make attacking much easier.
- EMPs, Spike Strips and Roadblocks. I love being a Cowboy Cop.
- Nuclear Strike or Ion Cannon.
- Oddly enough, in games where you get a peashooter with infinite ammo, I tend to use those very frequently.

The Star Powers from Paper Mario: The Thousand-Year Door. Especially Earthquake, Art Attack, and Supernova.
Earthquake is effective, but there's also something just viscerally satisfying about doing the Action Command right and watching it do its thing. Art Attack is way fun, and makes killing Amayzee Dayzees in the Pit of 100 Trials a breeze. And Supernova features the winning combination of "Mash A to Kill."

Barbatos goes berserk and beats the shit out of you if you use an item in battle. Glorious.

Captain Falcon's final smash is pretty cool, it's also the only one to have a mini cutscene.
Yeah Falcon's FS is pretty epic.
However simple it is, Jump. I'm not about to complain about an attack that deals double damage and negates damage for as long as it's active.
Also, Master Spark. It's the most physically dangerous bomb in most of the series, plus it's a screen filling laser powered by love.

The kind of attacks you'll always use, maybe because they look amazing, maybe because they are brutal or just maybe because they are efficient?
I think my favourite video game attacks as a rule look spectacular, and as a game Baten Kaitos had my favourites ever
About 3 minutes in the character Lyude uses his trumpet-gun-thing special attacks (all with lovely musical theme naming) the one to look out for is his sforzando, where instead of shooting he batters the enemy. [[youtube:0tyZO5Kppu4&NR=1]]
