Headquarters of the Protectors of the Realms
The majority of the gods here are freelancers who don't go for big teams, and are far from formal. Most superheroes associated with the GUAs (mostly those from the Good one) also serve the cause of Defense to some extent. When an all-out altercation starts, you can bet that those of Defense will be there to try and stop it. Lesser functions include things like putting out fires, saving visitors and very minor deities from disasters, and saving gods who have, for instance, fallen into Bottomless Pits or ended up fighting monsters that are far out of their leagues.
Back in the early days of the Trope Pantheons, the Council of Defense (then called House of Defense) was formed as a pseudo-police force led by Captain America in order to keep everything safe for mortal bystanders. Its headquarters even resemble a police station, complete with work desks and breaking rooms with refreshments. As more and more deities ascend over time, most of the Council's members' attendance dwindled due to focusing on their personal lives in their home worlds on top of saving said mortal bystanders by themselves; the Captain is not immune to this as he became so overwhelmed by his duties and missions both in the Pantheons and outside of it that he declared to the members involved that the House will be inactive until further notice. Some members are glad to have heavy responsibilities off of their shoulders, others go back to their usual routines and others were bummed that they couldn't do enough to keep the force afloat. The Tropes Pantheon Police Force (T.P.P.D.) even formed in order to take over the Pantheon-wide police work and safety.
One day after a tiring day of protecting a group of innocents from bad guys like usual, Captain America began to think about the old House of Defense. He began to flash back to the ascension of a lot of Heroic Neutral deities who refuse to partake in the Forever War going on, yet still wanted to defend the helpless regardless. Rogers then confront Cosmos on this and she lights up with an idea in mind; the Dessicated Gods and the Pantheonic Toa had just been dissolved for ineffective long-term effects and she suggests to integrate membership from the old groups into the now-called Council's. Inspired, Rogers takes up on the idea and began to gather them. Most of the deities that accepted are already acquainted with the Captain, others are happy to help him defend and others are only in it to protect in their own way, but they all come together to do one thing: protect the weak.
